Addendum to November 18, 2008 Work Plan (Response) <br /> submitted by Stantec Consulting Corporation (Stantec) on behalf of the ConocoPhillips <br /> Company (ConocoPhillips) for the former Tosco bulk fuel terminal at 3505 Navy Drive in <br /> Stockton (Site). NuStar Energy currently owns and operates the Site. <br /> The Response provides the following replies to comments in our 31 December 2008 <br /> letter: <br /> • Proposed well installations are scheduled for 1 May 2009. <br /> • The Pilot Study should continue until Fourth Quarter 2009, after which a final <br /> remedial action (RAP) will be submitted to the Central Valley Water Board. <br /> • An additional B-zone injection point will be installed upgradient of MW-17B. <br /> • Alternatives to bottled oxygen injection will be discussed in the RAP. <br /> • The use of packers in MW-22 is not being proposed. <br /> • All further action related to the scrapped HiPDX remedial compound will be <br /> deferred until the RAP is approved by the Central Valley Water Board. <br /> ConocoPhillips conducts groundwater monitoring at the Site pursuant to Monitoring and <br /> Reporting Program (MRP) No. R5-2004-0824. The 30 January 2009 Fourth Quarter <br /> and Annual 2008 Status Summary Report describes groundwater monitoring activities <br /> performed in November 2008. During the fourth quarter, depth to groundwater varied <br /> from about six to 12 feet below ground surface (bgs). Vertical gradients were upwards. <br /> The hydrostratigraphy underlying the Site consists of three progressively deeper layers <br /> called the A, B, and C zones. The A zone occurs at depths of about 10 to 25 feet bgs. <br /> the B zone from 30 to 50 feet bgs, and the C zone from 55 to 75 feet bgs. The <br /> groundwater flow directions in the A, B, and C zones were to the southwest. The <br /> gradients ranged from 0.001 feet per foot (ft/ft) in the C zone to 0.002 ft/ft in the A zone. <br /> California Environmental Protection Agency <br />
