CAMBRIA <br /> TECHNICAL RATIONALE FOR PROPOSED SCOPE OF WORK <br /> • Three soil borings were previously proposed (August 28, 2003 work plan) on the 2491 East <br /> Fremont Street property north of the subject site. We were not able to obtain an access <br /> agreement with the property owner to complete the proposed work in the property and the <br /> proposed borings were not drilled. Subsequently we learned that the property was formerly <br /> occupied by a service station from some time prior to 1960 through at least 1973. This <br /> information was obtained through Polk City Directories research and verified by aerial <br /> photos of the site vicinity. The former service station layout is shown on Figure 2 as inferred <br /> © from the aerial photographs. <br /> • Based on this new information, Cambria, on behalf of Shell, suggested that the owner of the <br /> property at 2491 East Fremont should investigate their property themselves, particularly in <br /> light of the fact that the highest concentration of lead scavengers from the November 2002 <br /> subject site investigation were detected adjacent to the 2491 East Fremont Street property. <br /> EHD did not accept Cambria and Shell's reasoning and requested Shell install wells north of <br /> the subject site. <br /> • Based on this request from EHD, we have altered our scope of work as follows. Cambria <br /> proposes installing two additional shallow zone wells to monitor groundwater conditions and <br /> two exploratory borings to assess soil and groundwater conditions north of the subject site. <br /> These wells are proposed on the 2491 East Fremont Street property(Figure 2). <br /> • Based on the findings of this phase of investigation (and subsequent groundwater monitoring <br /> events), additional phases of investigation, if warranted, will be proposed. If it is evident <br /> that there is a source of contamination at the 2491 East Fremont Street property, Cambria <br /> and Shell will again suggest that the owner of that property conduct their own investigation. <br /> WORK TASKS <br /> Permits: Cambria will obtain a drilling permit from EHD for the 2491 East Fremont Street <br /> property. An access agreement will again be requested from the property owner of the 2491 East <br /> Fremont Street property. EHD will be copied on this request. If an executed access agreement <br /> can be obtained, it will be forwarded to EHD for their records. If the owners of 2491 East <br /> Fremont Street will not sign an access agreement with Shell, EHD has indicated they will assist <br /> us in obtaining their cooperation. <br />
