Box 85178 <br /> San Diego, CA 92186-5178 <br /> STOCKTON SOILS TREATMENT FACILITY— <br /> RESULTS OF QUARTERLY MONITORING, SECOND QUARTER 1991 <br /> I have reviewed your quarterly monitoring report, dated 14 July 1991. The report <br /> summarizes ground water monitoring data on samples taken between 1 August 1990 and <br /> 17 April 1991 from the three on-site wells, MW-1, MW-2 and MW-3. These wells are <br /> adjacent to the northeast side and the east and west corners, respectively, of Waste <br /> Management Unit A, a waste pile used for the temporary storage of hydrocarbon <br /> contaminated soils. <br /> Table 1 of your report shows sampling data for petroleum hydrocarbons, BTX&E, and <br /> lead. All results for August, September, and October 1990 show TPH and BTX&E not to <br /> be detected in ground water samples. Lead was detected at 5 and 9 gg/1 in MW-2 and <br /> MW-3, respectively, in the August sampling. The January 1991 samples show lead to be <br /> present in all three wells in the range of 18 to 27 gg/1; and the April 1991 samples show <br /> total recoverable petroleum hydrocarbons (TRPH) to be present in all three wells in the <br /> range of 1500 to 1800 gg/1. The report contains no discussion of the expected cause of <br /> these results. In fact, the conclusion section of the report states: 'No detectable levels of <br /> ... lead have been found in any of the groundwater samples collected adjacent the soil <br /> stockpile at the Stockton Soil Treatment Facility." <br /> Without evidence and adequate justification to the contrary, these data lead me to <br /> conclude that a release of waste constituents has occurred from the waste pile. This <br /> conclusion triggers verification procedures under §2550.8(j) of Chapter 15 to verify <br /> whether a release has, in fact, occurred. Should verification procedures indicate that <br /> waste constituents have been released from the unit, evaluation monitoring and <br /> corrective action programs will need to be initiated. <br /> We require that by 15 September 1991 you provide to this office verification of whether a <br /> release of waste constituents has occurred from Waste Pile A at the Stockton Soils <br /> Treatment Facility, pursuant to Article 5 of Chapter 15. <br />
