Ogden Soils"Treatment Facility Monitoring .2. 15 August 1991
NOTE: As of 1 July 1991, Articles 5 and 10(monitoring and definitions)of the Chapter 15 regulations have
been extensively modified. Copies of these revised articles are enclosed.
A proposal for a monitoring system and program which meets the new Article 5
requirements will be needed prior to the completion of tentative waste discharge
requirements for your facility. Since all wells have apparently been equally impacted by
TRPH and lead, it appears that no true background well exists at the facility. Your
proposal for installation of such a well will be needed prior to adoption of a final
monitoring and reporting program for the facility. In addition, the range in the number
of carbon atoms in hydrocarbon molecules covered by the TPH and TRPH analytical
procedures, as performed by your lab must be specified.
Page 5 of your submittal is a map of the waste management unit, showing the location of
monitoring wells. In future monitoring reports, please show the entire facility in such
maps.
Page 6 of your monitoring report is a map of the ground water gradient beneath Waste
Pile A, and water level data for catlr a.satnra r ". ^,_ nap is an
altered copy-,;fa ', rr wYa fiber---v;1990. The
printed date ef+ si-:'37 C:u` eZ, crossed out and a new date of 4/17/91 has been
added. Is this simply resubmittal of last September's data, or does this represent new
data taken in April of this year?
The issues raised above must be addressed in your report of waste d-iscb#xZze prior to
completion of your tentative waste discharge requirements by Regional Board•staff.
