The <br /> estimated time required for regulatory agency approval is unknown. <br /> The RWQCB had files for the PG & E facility located west of and surrounded on the <br /> north, east, and south by the subject site. The PG & E facility was a coal gasification plant <br /> in the late 1920s and was shut down in 1930. One underground storage tank containing <br /> gasoline was removed from the PG & E facility around 1984. Soil and shallow ground <br /> water are reportedly contaminated with petroleum hydrocarbons'and polynuclear aromatic <br /> hydrocarbons (PNAs). PNAs are organic compounds that were reportedly deposited from <br /> the coal gasification plant activities. <br /> The RWQCB had knowledge of the Mobil Oil Bulk Plant but had no active files or <br /> investigations for that facility since an initial underground tank investigation was conducted <br /> in 1986, according to Mr. Robert Evans. <br /> The RWQCB had many recorded problems with pretreated waste discharges going to the <br /> City of Tracy sewer system from the following business in the vicinity of the subject site: <br /> H. J. Heinz Company, Leprino Foods, Doane Products Company, and Fortifiber. These <br /> problems are considered as minor by the RWQCB and are regulated by the City of Tracy <br /> and the RWQCB under the City waste water treatment plant discharge permit, according <br /> to Mr. Robert Evans. <br /> The San Joaagin County Local Health District (S CLHD) (Ms. Laura Cotulla, <br /> Ms. Joann Watson, and Mr. Jaime Favila) was contacted regarding_ environmental <br /> problems or investigations at or in the vicinity of the subject site. The SJCLHD had files <br /> for the Mobil Oil Bulk Plant, Pacific Gas and Electric, Handyman, Fortifiber, and Leprino <br /> Foods facilities. The files were reviewed on October 3, 1988. <br /> The Mobil Oil Bulk Plant is currently under investigation by the SJCLHD for two leaking <br /> underground storage tanks that contained gasoline. The underground storage tanks were <br /> removed on August 22, 1988. According to Ms. Laura Cotulla, petroleum hydrocarbon <br /> contamination of the soil and ground water is associated with the former underground <br /> gasoline storage tanks.
