Neighborhood C RAW Health and Safety Plan
March 20,2007,Revised July 3,2007
Page 4
USEPA. The following is a summary of the acute and chronic health effects of dieldrin exposure to
humans:
Acute Health Effects
• Nausea,vomiting,loss of appetite,weight loss, and weakness
• Skin irritation
• Eye irritation and vision problems
• Headache,irritability,dizziness,and sleep disturbances
• Convulsions
• Respiratory system irritation
Chronic Health Effects
• Possibly liver cancer
• Fetal developmental abnormalities
• Reduced fertility in males and females.
• Tremors, muscle twitching, and convulsions; may lead to coma and possibly death
5.1 INHALATION
During all phases of the removal action, appropriate dust control measures will be implemented to
minimize fugitive dust from the Site and ensure public and worker safety. As stated in Section 2.2,
air monitoring action levels will be used to determine whether dust control measures being
employed are sufficient. Due to the fact that the Site COC is exclusively particulate in nature, the
Air Monitoring Officer will primarily focus on monitoring and analysis of airborne dust levels
generated by removal activities.
Spray-applied water will be the primary method of dust control on Site. Prior to commencement of
excavation activities, excavation areas will be sprayed with enough water to minimize dust
generation as necessary. Water trucks equipped with spray attachments (or appropriate
alternatives) will be on-Site during soil movement activities. If the dust control methods described
herein are not sufficient to perform the removal action, additional methods will be determined and
implemented in consultation with DTSC. The Air Monitoring Officer will enforce dust action levels
by informing equipment operators when dust concentrations are nearing action levels and ensuring
that appropriate mitigation measures are taken if the action levels are exceeded. See Section 7.4 of
the RAW for further information and Table 1 (RAW)for dust action levels.
5.2 DERMAL CONTACT
Care should be exercised to prevent contact of soil with skin. Use of gloves will be required whenever
contact with soil is possible.Disposable clothing will be used whenever deemed necessary by the Site
Safety Officer.
5.3 INGESTION
Eating and smoking will not be allowed within the exclusion zone.
6.0 TRAFFIC HAZARDS
Field activities taking place in public streets or on road shoulders shall use Caltrans approved flagging
and traffic control during the duration of activities. While working in public streets with heavy traffic
