Quality Assurance Project Plan for Removal Action <br /> APN 209-450-03,Mountain House,CA <br /> Page 3 <br /> 3.2 CONDOR EARTH TECHNOLOGIES,INC. <br /> Condor is the investigation contractor, and has responsibility for assigned phases of investigation and <br /> reporting. Together, the management team (Project Director, Project Manager, and Field Manager) will <br /> be responsible for the technical planning and implementation of the work prescribed in the site-specific <br /> RAW. The management team has responsibility for effective planning, verification, and management of <br /> QA activities associated with the assigned project. <br /> Ronald Skaggs, P.E., is the Condor Project Director. Mr. Skaggs will serve as the primary contact for <br /> Shea Homes. Mr. Skaggs has the authority to commit the necessary resources of Condor to ensure timely <br /> completion of project tasks. His responsibilities include strategy development, budget control, and <br /> document review. <br /> Alexander Dewitt,P.G., of Condor is the Project Manager for the described removal action. Mr. Dewitt is <br /> responsible for implementation of the described field program under the direction of the Project Director. <br /> As Project Manager,Mr. Dewitt will provide day-to-day management and tracking of the project schedule <br /> and budget. Other responsibilities include coordination and preparation of the required reports, and <br /> assignment of technical responsibilities to appropriate personnel or subcontractors. Mr. Dewitt is also the <br /> environmental professional of record for this project. <br /> Alex Dewitt is also the project's Field Manager, Site Safety Officer, and QA Manager for Condor. Mr. <br /> Dewitt will be responsible for the day-to-day coordination of field activities under the direction of the <br /> Project Director. Other responsibilities include coordination of subcontractors and field crews to <br /> document conformity to the specifications presented in the RAW and Health and Safety Plan. Mr. Dewitt <br /> will also be responsible for the QA and QC aspects of the project. It is the responsibility of the QA <br /> Manager to ensure that all require QA/QC protocols are met in the field and laboratory. Mr. Dewitt will <br /> also provide oversight of related data validation activities. <br /> 3.3 LABORATORY <br /> A California-certified laboratory will perform offsite analytical testing for soil samples. The respective <br /> laboratory project managers will report to the Condor Project Manager on all aspects of the sample <br /> analysis. In addition, the Condor QA Manager will be advised of any matters related to data quality <br /> during the course of the investigation. Each laboratory will conform to the QA and QC procedures <br /> outlined in the respective laboratory QA plan/standard operating procedures. <br /> 4.0 DATA QUALITY OBJECTIVES <br /> Data Quality Objectives (DQOs) have been specified for each data collection activity, and the work will <br /> be conducted and documented such that the data collected are of sufficient quality for their intended use <br /> (USEPA, 1998). DQOs are the basis for designing data collection activities and they specify the data type, <br /> quality, quantity, and uses needed to make decisions. The data collection activities presented in the RAW <br /> have been designed using the DQOs, discussed in the following sections. <br /> 4.1 DATA QUALITY OBJECTIVE PROCESS <br /> The project DQOs have been determined based on USEPA's seven-step DQO process (USEPA, 1994a) <br /> and have been developed specifically for the planned sampling and analysis program. The Project <br /> Manager will evaluate the project DQOs to determine if the quantitative and qualitative needs of the <br /> sampling and analysis program have been met.
