This letter responds to our
May 21,2009 telephone conversation where the contents of the Regional Water Quality Control
Board (RWQCB)'s March 13,2009 letter to Shell were discussed.
The March 13,2009 letter provided comments and requested project next steps based on the
findings of the January S,2009 Site Investigation Report. The requested next steps are listed
below:
1) Conduct a feasibility study to identify the most appropriate courses of action to cleanup
the soil impacts.
2) Install monitoring wells to monitor the groundwater plume.
3) Additionally, the water supply wells are to be sampled or justification for not sampling
the wells is to be provided.
As discussed during our telephone conversation, to properly address the project next steps as
outlined above,we are requesting additional time to prepare and submit a site conceptual
model (SCM) and a baseline risk assessment(RA). It is our technical opinion that these
documents will support development of the feasibility study, the monitoring well installation
work plan,as well as identifying any potential data gaps that may need to be addressed at the
Eat
Employment
Opportunity EmployX
Worldwide Engineering, Environmental, Construction, and IT Services
