Hammer Lane SITE CODE: 1124 <br /> Stockton, CA 95209 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed, <br /> Corrective Action Plan (CAP) dated December 9, 2010, prepared by your consultant <br /> Ground Zero Analysis, Inc. (GZAI). In the CAP, GZAI recommends in-situ chemical <br /> oxidation to remediate ground water contamination caused by the unauthorized release <br /> from the former on-site underground storage tanks (UST). The introduction/injection of <br /> hydrogen peroxide (chemical oxidant) into the ground water will be performed using two <br /> proposed on-site injection wells near the eastern edge of your site. <br /> EHD notes the following: <br /> 1. The CAP evaluated three alternatives for cleanup of the ground water at the site: <br /> natural attenuation; ground water pump and treat; in-situ chemical oxidation. The <br /> chosen method of chemical oxidation in the CAP appears to be capable of <br /> reaching ground water cleanup goals in a reasonable amount of time, viable, and <br /> economically cost effective. <br /> 2. The State Water Resources Control Board 5-Year Review Summary Report <br /> dated April 15, 2010, for your site recommended that you assess remedial <br /> technologies and implement active remediation to achieve WQOs in a timely <br /> manner. The proposed CAP seems to be in agreement with those <br /> recommendations. <br /> 3. The CAP proposes the installation of two injections wells, which will be used to <br /> deliver the hydrogen peroxide into the ground water on a monthly basis. <br /> Monitoring and sampling of specific parameters will be conducted before and <br /> after injections. The hydrogen peroxide concentration of injectant will be <br /> evaluated, and possibly modified, relevant to the data collected. Other existing <br /> MWs on-site and off-site will also be used for monitoring and sampling to <br /> evaluate the remedial action performed. <br /> 4. The introduction of chemical oxidants must be approved by the Central Valley <br /> Water Quality Control Board (CVRWQCB) prior to implementation of the <br /> proposed CAP. The CVRWQCB may require a Report Of Waste Discharge and <br />
