Corporation <br /> YS' <br /> YM ember of The IT Croup <br /> Ms. Margaret Lagorio Project 880-040.1A <br /> March 15, 2000 <br /> Page 2 <br /> PRODUCT LINE UPGRADE AND EXCAVATION ACTIVITIES <br /> Product line upgrade was begun on January 7, 2000. Michael Kith with SJCPHS/EHD <br /> observed soil compliance sampling. Samples were collected per the Tri-Regional Board <br /> Staff Recommendations for Preliminary Evaluation and Investigation of Underground <br /> Tank Sites. As directed by Mr. Kith, soil samples were collected from beneath the <br /> dispensers and along the product lines at a depth of approximately 3.5 feet bgs. <br /> Following the removal of dispenser plumbing, soil impacted by petroleum hydrocarbons <br /> was discovered below the dispenser islands. <br /> Laboratory reports confirmed the presence of petroleum hydrocarbon impacts in soil <br /> samples collected from beneath the dispensers and product lines. Soil sample locations <br /> are shown on Figure 2. Sample designations, collection depths, and the results of <br /> laboratory analyses performed on these samples are presented in Table 1. Copies of <br /> certified analytical reports (CARs) are presented in Attachment B. <br /> REMEDIAL ACTIVITIES <br /> Our objective in performing the scope of work described below was to address areas of <br /> soil impacted by hydrocarbons using limited over excavation. Field and laboratory <br /> procedures are included as Attachment A. <br /> Site-Specific Health and Safety Plan <br /> As required by the Occupational Health and Safety Administration (OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), and by <br /> California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), IT <br /> prepared a Site-Specific Health and Safety Plan. <br /> Description of Work <br /> Remedial activities conducted on January 26, 2000 included removal of obviously <br /> impacted soil in the area below dispenser and product lines. Overexcavation areas were <br /> selected based upon the results of January 7, 2000 sampling. In the area of D-1 the <br /> concrete canopy footing restricted lateral extent of excavation the east. Asphalt <br /> surfacing restricted the lateral extent of the excavation to the west. Excavation at D-1 <br /> was discontinued at 10 feet bgs due to the close proximity of groundwater. Soil at the <br /> location of sample D-8 was excavated to approximately 8 feet bgs.
