' Nestl6 USA, Inc. —Rip CA • October 31, 2006 <br /> Public Participation Plan <br /> ' 3.1 HISTORICAL COMMUNITY INVOLVEMENT <br /> A community meeting was held in Ripon on December 7, 1988, to inform the public of <br /> progress on the Remedial Investigation (RI) and Feasibility Study (FS). The meeting <br /> was held at the Ripon Community Center and attended by approximately 35 people, <br /> including media representatives. Nestle and RWQCB personnel reviewed the work <br /> done as of that date, discussed possible remedial options, and accepted questions from <br /> ' the audience. In general, the community's attitude was very positive toward Nestle and <br /> Nestle's remedial effort. <br /> ' In 2004, Nestle applied to the City of Ripon for a building permit for expansion of its <br /> groundwater treatment system at 519-525 S Stockton Avenue. Nestle's representative <br /> attended a public hearing of the City of Ripon Planning Commission during the approval <br /> process. The City has approved the permit and declared that this project does not have <br /> any negative environmental impacts. <br /> Nestle's other community involvement and community service efforts have included the <br /> following: <br /> Providing the City of Ripon with a parking lot on Industrial Avenue for use by <br /> commuters; <br /> ' • Purchasing additional shelving for the Ripon Public Library to make <br /> environmental reports available to the public; <br /> • Participating in various discussions with the City of Ripon, Fox River Paper <br /> Company, and Ripon Cogeneration about beneficial reuse of treated <br /> groundwater; and <br /> ' • Providing the City of Ripon with monthly reports on the remediation status. <br /> 3.2 CURRENT AND FUTURE COMMUNITY INVOLVEMENT <br /> ' Nestle will host a public meeting in December 2006 to present findings of its <br /> investigation south of the Stanislaus River and is developing a fact sheet for use at the <br /> public meeting. <br /> ' Future community involvement efforts will include preparation of another fact sheet <br /> concurrent with the preparation of the Remedial Action Plan/Record of Decision (see <br /> Table 1). This second fact sheet will inform the community of the remedial action plans <br /> in preparation for a public meeting in August 2007. This meeting will be used to solicit <br /> public comments regarding remedial action plans and then address those comments in <br /> the final Remedial Action Plan/Record of Decision. <br /> ' Nestle is proposing to set up a committee which will include members from the City of <br /> Ripon, Fox River Paper Company, Ripon Cogeneration, RWQCB, and other interested <br /> parties as pertinent and appropriate. The committee may meet on a semi-annual basis <br /> to do the following: <br /> • discuss the project status, <br /> ' • discuss future plans, <br /> • solicit committee members' input, and <br /> ' 6 discuss public concerns. <br />
