Ms. Hinson and Mr. Sasson
August 23, 1995
Page 2
pipeline area soil are not likely to pose an unacceptable health risk.' Nevertheless,
based on discussions with your office, Universal-Rundle Corporation has elected to
excavate the soil in the vicinity of boring CE-3 and dispose of if at Forward Landfill. This
plan was discussed with Steve Sasson on August 2 and 3, 1995 and found to be
acceptable.
PROPOSED SCOPE OF WORK
Before beginning any field activities, USA Underground Service Alert will be notified of
our intent to excavate. The area of the proposed excavation was cleared by an
underground utilities locating service prior to drilling in July 1995.
Figure 3 shows the approximate area of proposed excavation. SEMCO will be
contracted by Universal-Rundle to excavate and haul the soil; Cypress Environmental will
perform soil sampling. It is anticipated that the excavation will be about 10 feet wide by
10 feet long by 8 feet deep and will extend north of CE-3 to the asphalt pavement and
south into the former Tank 1 backfill. The dimensions of the excavation may vary
depending on field conditions.' Given the anticipated excavation dimensions and
assuming a soil expansion factor of 1.3, approximately 40 to 50 cubic yards of soil will
be removed from the excavation. The soil will be placed directly into a truck and hauled
to Forward Landfill, where it will be stored in a temporary stockpile prior to disposal
based on the results of base and sidewall soil sampling.
After excavation is complete, Cypress Environmental will collect soil samples for
chemical analysis from the base and four sidewalls of the excavation. Each soil sample
will be collected by driving a 2-inch-diameter by 6-inch-long brass or stainless steel tube
into the soil brought to the surface by the backhoe operator. The sample tubes will be
capped, labeled, sealed in plastic bags, placed in a cooler with blue ice, and taken
under chain-of-custody to a State-accredited laboratory for analysis of VOCs, including
acetone, by EPA Method 8240.
After analytical results are received which indicate that acetone and related VOCs are not
detected at the base or in the sidewalls of the excavation, SEMCO will backfill the
excavation with clean, imported fill which will be compacted and brought to grade.
' The reported concentrations of acetone, benzene, and 2-butanone are (i) 14,285,
(ii) 82, and (iii) 348,000 times lower than their respective PRGs for residential sites.
' Soil brought to the ground surface will be field screened for the presence of VOCs
using a photo-ionization detector(PID) or flame-ionization detector (FID). The PID or FID
readings will be used to adjust or modify the excavation activities, as appropriate.
