The Work Plan was submitted on
behalf of Sutter Home Winery, Inc. (Sutter Home), by Kennedy/Jenks Consultants. The Work
Plan proposes the destruction of two monitoring wells (GW-5 and GW-6) and one shallow-
interval piezometer (MW-1), located in an existing 15.5-acre Land Application Area (LAA)
currently used for wastewater discharge at the site. The LAA is currently being reconfigured
from a grass plot with sprinkler irrigation to a cropped field that will be flood-irrigated. The
monitoring wells need to be relocated to allow future cropping activities (i.e. plowing, seeding,
and harvesting).
Wastewater discharge to land at the site is regulated under Waste Discharge Requirements
(WDRs) R5-2009-0073, which was adopted by the Central Valley Regional Water Quality
Control Board (Central Valley Water Board) on 13 March 2009, and amended on
3 August 2012. The WDRs are currently being revised and scheduled to be adopted by the
Central Valley Water Board during its June 2015 hearing.
Monitoring wells GW-5 and GW-6 will be destroyed and replacement wells GW-5R and GW-6R
will be located approximately 100 feet west of their current positions along an access corridor
between LAAs. The proposed replacement groundwater monitoring wells will be installed to a
depth of approximately 20 feet below ground surface (bgs) with a 10 foot screened interval,
depending on lithologic conditions and depth to groundwater. Actual monitoring well design and
completion may be modified based on field lithologic observations during drilling activities.
Monitoring well destruction and installation activities shall comply with San Joaquin County Well
Standards. Well sealing and grouting procedures shall follow San Joaquin County
Environmental Health Department permitting guidelines and effectively seal the shallow
groundwater interval from deeper water-bearing zones. Proposed well construction activities
shall provide adequate surface protection from damage. The survey datum for the well casings
shall be consistent with previous surveying of other existing on-site monitoring wells.
Ken, E.
