Brown Sand,Inc. <br /> Spill Prevention, Control, and Countermeasures Plan Page: 26 <br /> June 3, 2020 <br /> Stage Task <br /> • Make sure the transfer operation is completed. <br /> After • Close all tank and loading valves before disconnecting. <br /> Loading/Unloading • Securely close all vehicle internal, external, and dome cover <br /> valves before disconnecting. <br /> • Secure all hatches. <br /> • Disconnect grounding/bonding wires. <br /> • Make sure the hoses are drained to remove the remaining oil <br /> before moving them away from the connection.Use a drip pan. <br /> • Cap the end of the hose and other connecting devices before <br /> moving them to prevent uncontrolled leakage. <br /> • Remove wheel chocks and interlocks. <br /> • Inspect the lowermost drain and all outlets on tank truck prior to <br /> departure. If necessary,tighten adjust, or replace caps,valves, or <br /> other equipment to prevent oil leaking while in transit. <br /> 3.12 Brittle Fraction Evaluation (40 CFR 112.7(i)) <br /> All aboveground storage tanks used and operated at the Brown Sand, Inc. facility were <br /> shop-built tanks; no "field-constructed" tanks are present on the subject property. <br /> Therefore, a brittle fraction evaluation is not applicable at this facility. <br /> 3.13 Conformance with State and Local Applicable Requirements (40 CFR 112.70)) <br /> All bulk tanks at this facility are registered with the state and local authorities and have <br /> current certifications of registration and special use permits required by the local fire code. <br /> 3.14 Transfer Operations,Pumping, and In-Plant Processes (40 CFR 112.8(d)) <br /> Transfer operations at this facility include: <br /> • The filling of facility delivery trucks using the associated fuel dispensers. <br /> • The transfer of fuel and oils from tanker trucks at the unloading areas. <br /> • The transfer of oils from to vehicles under repair. <br /> Lines that are not in service or are on standby for an extended period of time are capped or <br /> blank-flanged and marked as to their origin. <br />
