Pipe supports are visually inspected during the monthly inspection of the facility. All aboveground piping and valves are examined monthly to assess their condition. Inspection includes aboveground valves, piping, appurtenances, expansion joints, valve glands and bodies, catch pans, pipeline support, locking of valves, and metal surfaces. Observations are noted on the monthly and annual inspection logs provided in Appendix E of this Plan. Warning signs are posted at appropriate locations throughout the facility to prevent vehicles from damaging aboveground tanks, piping, and appurtenances. Most of the aboveground piping is located in areas that are not accessible to vehicular traffic. 4.0 Discharge Response (40 CFR 112.7(a)(5)) This section describes the response and cleanup procedures in the event of an oil discharge. The uncontrolled discharge of oil to groundwater and surface water is prohibited by State and Federal law. Immediate action must be taken to control, contain, and recover discharged product. In general, the following steps are taken: For the purpose of establishing appropriate response procedures, this Spill/Discharge Response Plan classifies discharge as either an"incidental spill/leak" or"emergency response"based on the volume and characteristics of the material released.
