F. Operation of disposal area for limited collectors (Section 44) : <br /> (1) The method or methods utilized for the disposal of <br /> vegetable and fruit packing waste and food processing- <br /> waste (cannery waste) shall be the sanitary land fill <br /> method, as described in Section 4 of these regulations, <br /> when such cannery wastes can satisfactorily be disposed of <br /> along with other garbage or refuse; <br /> (2) Cannery wastes which by their nature cannot be <br /> satisfactorily disposed of by such method shall be <br /> disposed of by such other method or methods as may be <br /> approved by the District Health Officer. <br /> Q. After investigation and inspection of the vehicle(s) and of <br /> the disposal area, the Health District will make a recommenda. <br /> tion to the Board of Supervisors regarding issuance of a <br /> limited collector' s permit. <br /> H; If the licensee questions the reasonableness of any order or <br /> recommendation of the District. Health Officer regarding the <br /> method to be employed in the disposal of food processing <br /> wastes (cannery wastes), the Board of Supervisors, upon <br /> written request of licensee may hold a public hearing upon <br /> such question, pursuant to the provisions of Article III <br /> Section 46 of the Ordinance. <br /> 2, Industrial, Commercial and Business Establishments (Section 80) : <br /> A. Refuse on the premises shall be placed or stored, until removed <br /> from premises, in containers of sufficient capacity so as not <br /> to litter the storage area. <br /> B. The containers may be of metal, wood, or other approved <br /> material, maintained in good repair, and constructed in such a <br /> manner as to prevent rodent harborage, fly breeding, and so as <br /> not to constitute a fire hazard. <br /> C. Vehicles used for conveying refuse shall be so covered as <br /> to prevent the contents from falling or spilling therefrom on <br /> streets or highways. <br /> Do Refuse, if disposed on owner's property, shall be placed <br /> below the surface level of the ground in a ditch and immediately <br /> covered with at least two (2) feet- of compacted earth .or shall <br /> be burned in an approved type of incinerator, as provided <br /> in the rules and regulations of the San Joaquin County Air <br /> Pollution Control District. <br /> 8. The location of the covered or filled refuse must not <br /> constitute a nuidance or a menace to the public health. <br /> i <br /> -2- <br />
