(AGE) is
requesting a variance for sewer connection fees for discharge of clean, treated water from a
remediation system at 1301 West Kettleman Lane, Lodi, California.
i
In a telephone conversation with AGE,the City of Lodi indicated that a fee of two-hundred thousand
dollars would be required for connection to the on-site domestic sewer system, or that a thirty-
thousand dollar connection fee would be applied to connecting to the off-site industrial sewer system
(south side of Kettleman Lane). However, the duration of this project is anticipated to be between
2 and 5 years, and therefore AGE considers the connection "temporary". Based upon the specific
usage of the connection, we request a variance of the connection fee.
I
I
i
BACKGROUND
The Flame Mim-lViart torr n l o es a' a retail fueling station (Union 76) and a car wash; the
site is located at the northwest intersection of West Kettleman Lane and South Ham Lane in Lodi,
California. The parcel is identified by the San Joaquin County Assessor's office as parcel numbers
031-040-05 and 031-040-60.AGE was retained by Mr. Graffigna to address gasoline contamination
(soil and ground water) that has been documented at the site.
Gasoline-impacted ground water was previously documented beneath the site as the result of
underground storage tanks that were removed from the site in June 1998.As a result, the San Joaquin
County Environmental Health Department (SJCEHD,) has directed the Flame Mini-Mart to
immediately remediate the gasoline-impacted soil and ground water.
i
837 Shaw Road, Stockton;California 95215
Telephone(209)467-1006 Fax(209)467-1118
