Section 2 <br /> Site Background <br /> 2.1 Site Description <br /> Rough and Ready Island is located in Stockton, California in San Joaquin County. Rough and <br /> Ready Island (RRI) is a United States Naval property and is owned by the Naval. <br /> Communications Station. The facility was used as a Naval shipping center during the 1940s — <br /> 1960s. Currently a small portion of the Base is utilized for storage by the Defense Logistics <br /> Agency (DLA). Figure 1 depicts the site vicinity. <br /> In 1996 a train car's hydraulic line broke spreading approximately 100 gallons of hydraulic oil <br /> over a 200-foot section of railroad track which contaminated approximately 1,860 square feet of <br /> ground surface. In 1997, Environmental Chemical Corporation (ECC) delineated the <br /> contamination area and applied a pentatonic solution to enhance natural bioremediation and <br /> clean the site. The treatment was not effective and the Central Valley Regional Water Quality <br /> Control Board (CV-RWQCB) has requested an additional investigation to determine the vertical <br /> and lateral extent of the hydraulic oil spill. <br /> The site is located on Humphrey's Drive on the northwest portion of RRI directly east of <br /> warehouse buildings 1004 and 1005. Three tracks run parallel to Humphrey's Drive and the <br /> affected area is below the eastern track. Figure 2 depicts the site location. <br /> 2.2 Regional Geology <br /> RRI is located within the Sacramento-San Joaquin Delta, approximately 1.25 miles west of the <br /> Delta's contact with the San Joaquin Valley.
