San Joaquin County Page 2 Phase II Assessment Work Plan <br /> Public Health Services Tracy, California <br /> Environmental Health Division 30 April 1999 <br /> Background <br /> Our understanding of the project has been developed based on review of information developed <br /> during our Phase I Environmental Assessment (WESTON, March, 1999). <br /> The subject property covers approximately 12.89 acres, and is bounded by cultivated farmland on <br /> the north, west, and east, and by a rural residence on the south. The proposed Home Depot site <br /> is part of a larger proposed commercial development that extends to the north, east, and south <br /> from the proposed Home Depot property. The property is located within the city of Tracy, San <br /> Joaquin County, California. Figure 1 depicts the approximate location of the subject property on <br /> a USGS topographic base map. Figure 2 shows the approximate location of the subject property <br /> on an Assessors Parcel plat map. <br /> The subject property is vacant of any building structures, and consists of fallow agricultural land <br /> formerly planted in hay or alfalfa. Two electrical transmission towers are located in the southern <br /> part of the property, within a Pacific Gas and Electric (PG&E) Company easement that crosses <br /> the southeastern corner of the property. Additionally, a sewer manhole is present in the central <br /> southern part of the property, immediately north of the power line towers, associated with a City <br /> sewer easement crossing the southeastern part of the property. A small amount of debris is <br /> present in the area between the two power line towers. A shallow ditch drains towards the west <br /> from the vicinity of the towers. Some empty plastic drums are stored at the rear of the adjacent <br /> residential property, along the western, south edge of the subject property. <br /> The City of Tracy Planning Department was consulted during development of WESTON's Phase <br /> I assessment. The Planning office requires assessment of potential impacts to soil and <br /> groundwater from excessive concentrations of pesticides and non-specific petroleum <br /> hydrocarbons, due to agricultural land use and historic presence of petroleum pipelines in the <br /> vicinity of the property. Depth to groundwater in the vicinity of the subject property is estimated <br /> to be approximately 10 feet below ground surface (bgs). <br /> Proposed Investigation <br /> In order to characterize possible impacts related to the agricultural land use of the subject <br /> property, and historic presence of petroleum pipelines in the vicinity, WESTON proposes <br /> advancing six borings at the subject property, and collecting undisturbed soil samples and <br /> groundwater grab samples.
