San Joaquin County Page 3 Phase II Assessment Work Plan
Public Health Services Tracy, California
Environmental Health Division 30 April 1999
Prior to beginning site work, WESTON will prepare a site specific Health and Safety Plan
(HASP) in accordance with the requirements of the Code of Federal Regulations Title 29, Section
1910.120 (29 CFR 1910.120). The HASP will address mitigating the risk of exposure to possible
contaminants, potential physical hazards, and means to respond to contingencies, including
identifying the nearest emergency medical services provider. Prior to beginning the field
investigation, Underground Services Alert (USA) will be notified.
Soil Sampling and Analysis
For evaluation of potential impacts from pesticides and herbicides, WESTON will composite soil
samples from three areas of the site. The soil samples will be. Within each of the three composite
sample areas, eight discrete soil samples will be collected from the upper approximately one foot,
using a trowel, shovel, and/or hand auger. The eight discrete samples will be combined in a
stainless steel bowl or similar container, and transferred to the sample container. The
approximate areas from which composite samples will be prepared are shown in Figure 3,
annotated to show surrounding development.
For evaluation of potential soil impacts from petroleum hydrocarbons, WESTON will
subcontract with a firm to advance and sample three direct push soil borings to a maximum depth
of approximately 15 feet below ground surface (bgs) each, in locations distributed across the
subject property. The approximate locations for the proposed borings are shown on Figure 3.
Soil samples will be collected from the borings either continuously (macrocore), or at depths of
one foot, five feet, 10 feet, and 15 feet bgs and retained for possible laboratory analysis. Soil
samples will be collected by advancing the sampling tube through undisturbed soils at the target
depth intervals, retaining the soil within stainless steel or acrylic sleeves contained in the
sampling tube. The soil from each sampled interval will be logged for lithology and appearance,
in accordance with the Unified Soil Classification System (USCS). Analysis of soil samples will
be selectively performed for those samples exhibiting unusual appearance or odor, favoring those
from the shallow depth intervals noted above. The samples will be labeled as to sample
identification and date and time of collection. Samples will be stored in a chilled cooler on ice.
The composite sample holes will be backfilled with excavated soil. The direct push borings will
be abandoned by filling with bentonite/neat cement grout.
The soil samples will be analyzed for the following parameters:
SCA: s:\whc\wp\sharedl\projects\homedepo\tracy\p2wkplan.doc
