San Joaquin County Page 2 Phase II Assessment Work Plan <br /> Public Health Services Tracy, California <br /> Environmental Health Division 7 August 2000 <br /> Background <br /> Our understanding of the project is based on review of information compiled during our Phase I <br /> and Phase II Environmental Assessments previously conducted in the western part of the parcel <br /> (WESTON, March 1999, May 1999). <br /> The property that is the subject of the current investigation covers approximately 18.8 acres, and <br /> borders the north, east, and south sides of the originally proposed development, occupying the <br /> remaining majority of Assessors Parcel 212-04-24. The subject property is bounded by cultivated <br /> farmland on the north, west, and east, by Naglee Road on the southeast, and by Grant Line Road <br /> on the south. The property is located within the city of Tracy, in San Joaquin County, California. <br /> Figure 1 depicts the approximate location of the subject property on a USGS topographic base <br /> map. Figure 2 shows the approximate location of the subject property on an Assessors Parcel plat <br /> map. <br /> The subject property is vacant of any building structures, and consists of fallow agricultural land <br /> formerly planted in hay or alfalfa. A high-pressure fuel line operated by Chevron Oil Company <br /> runs east to west along the north side of West Grant Line Road. <br /> At the request of the City of Tracy Planning Department, WESTON conducted a previous Phase <br /> II investigation in May 1999 on the western part of the parcel containing the subject property <br /> (Figure 2). Home Depot is now considering the purchase of the property comprising the <br /> remainder of the parcel. The Planning office requires assessment of potential impacts to soil and <br /> groundwater from excessive concentrations of pesticides and non-specific petroleum <br /> hydrocarbons, due to agricultural land use and historic presence of petroleum pipelines in the <br /> vicinity of the property. During the previous Phase II investigation, groundwater was <br /> encountered at a depth of approximately 14 feet below ground surface (bgs). Soils encountered <br /> during that investigation consisted of yellow-brown silt and clay. Results of the previous Phase H <br /> investigation indicated that significant impacts had not occurred to soil or groundwater <br /> underlying the study area. <br /> Proposed Investigation <br /> In order to characterize possible impacts related to the agricultural land use of the subject <br /> property, and the historic presence of petroleum pipelines in the vicinity, WESTON proposes <br /> advancing four soil borings at the subject property.
