Groundwater is about 27 feet below ground surface. Groundwater <br /> samples contained up to 47 ug/I of benzene and 31.6 ug/1 of 1,2-dichloropropane. The <br /> Maximum Contaminant Level (MCL) for benzene and 1,2-dichloropropane in drinking water is <br /> 1 ug/I and 5 ug/I respectively, and the Public Health Goal is 0.15 ug/I and 0.5 ug/I, respectively. <br /> Thus, the groundwater quality may be degraded and the beneficial uses (BUs) of the state's <br /> waters impaired at the site, specifically the BU of the groundwater for water supply. <br /> California Water Code Section 13304 allows the Central Valley Regional Water Quality <br /> Control Board (Regional Board) to recover reasonable expenses from responsible <br /> parties to oversee cleanup and abatement of discharges which have adversely affected <br /> waters of the state. On 23 October 2012, Gerald Djuth of my staff discussed with you <br /> by telephone the reimbursement provisions of Porter-Cologne for this site. Please sign <br /> and return the enclosed Acknowledgement of Receipt of Oversight Cost <br /> Reimbursement Account Letter by 21 November 2012. <br /> Section 13365 of Porter-Cologne requires that we provide you with the following <br /> information: <br /> 1. A detailed estimate of the work to be performed or services to be provided, including <br /> a statement of the expected outcome of that work, based upon data available to the <br /> agency at the time. <br /> 2. The billing rates for all the individuals and classes of employees expected to engage <br /> in the work or service. <br /> 3.
