The following is an itemized list of hazardous waste violations that have not been <br /> addresse for Global Materials Management, LLC as of April 17, 2017. <br /> Open violations from August 26, 2016 inspection <br /> Violation #201 -Transpo ed or transferred hazardous waste to a transporter without valid registration. <br /> At time of inspection: <br /> -the facility accepted at lea t three 55-gallon drums containing undrained used oil filters without first verifying <br /> whether the used oil filters ere completely drained. DTSC staff examined a few oil filters from each drum and <br /> identified at least one undr ined used oil filter from each container <br /> -one 55 gallon drum labele "used absorbents" with a generator name of"williams tank lines" containing used oil <br /> and other hazardous waste identified as non-RCRA by Mr. Kandathil <br /> -one 55 gallon drum of wa a aerosol cans, identified by Mr. Kandathil, from an unknown source <br /> were seen. <br /> -paper oil filters with no me al for scrap metal recycling <br /> -two 55 gallon drums of oil ilters floating in drums of used oil, more suspected throughout the yard due to handling <br /> procedures (Unable to ope every drum at time of inspection). <br /> According to Mr. Kandathil is standard business practice to drop an unloaded trailer at his "customers" location. <br /> After dropping an unloaded trailer at the location a full trailer is then transported back to the facility location at 1640 <br /> Broadway, Stockton CA. T e drums are loaded into the trailer by someone other than Mr. Kandathil or his <br /> employees. The drums are not checked before backhauling to the location in Stockton CA. <br /> Transportation of hazardou waste shall be performed only a person that holds a valid registration issued by the <br /> Department of Toxic Subst nces Control to transport hazardous waste. Immediately cease the transportation of <br /> hazardous waste by an unr gistered hazardous waste hauler. <br /> Violation#202 - Disposed or caused disposal of HW at an unauthorized point. <br /> Outside: <br /> -behind the building is the o erflow storage area. To the north of the building is an area with at least one hundred <br /> and eighty(180) 55-gallon d ums of used oil, seventeen(17) 55-gallon drums of hazardous waste, and hundreds of <br /> 55 gallon drums, and large olling bins waiting to be processed. <br /> -on the north side of the buil ing, near the hazardous waste storage area was a large dark stained area. According <br /> to Mr. Kandathil it was used oil that had spilled onto the ground while moving or filling drums but they did not have <br /> time to clean it up. <br /> -near the cyclone fence, by he hazardous waste storage area a 55 gallon drum with a hole in the bottom was seen. <br /> The contents appeared to b used oil and had drained onto the ground and into the dirt. <br /> -two damaged 55 gallon dru s (green and red) appeared to have drained most of their contents, used oil, onto <br /> concrete and dirt. Near the ed and green drums was a row of double stacked 55 gallon drums (blue), at least <br /> seven deep. Near the sixth et of drums was a dark oily stain on concrete. It could not be determined which drum it <br /> had come from. <br /> -multiple other areas throug out the yard had dark oily staining on the concrete and on the dirt. <br /> Hazardous wastes shall be isposed of only by transportation to a permitted hazardous waste treatment, storage, <br /> and disposal facility (TSDF). Immediately cease disposal of hazardous waste to the dirt and concrete and ensure <br /> that all future waste is hauled by a licensed hazardous waste transporter to a permitted TSDF. <br /> Page 3 of 8 <br />
