The following ian itemized list of hazardous waste violations that have not been <br /> addresse I <br /> for Global Materials Management, LLC as of April 17, 2017. <br /> Open violations from August 26, 2016 inspection <br /> Violation #203 -Transpo ed or caused transportation of hazardous waste to an unauthorized point. <br /> At time of inspection: <br /> -the facility accepted at lea t three 55-gallon drums containing undrained used oil filters without first verifying <br /> whether the used oil filters ere completely drained. DTSC staff examined a few oil filters from each drum and <br /> identified at least one undr ined used oil filter from each container <br /> -one 55 gallon drum labele "used absorbents"with a generator name of"williams tank lines" containing used oil <br /> and other hazardous wast identified as non-RCRA by Mr. Kandathil <br /> -one 55 gallon drum of wa e aerosol cans, identified by Mr. Kandathil, from an unknown source <br /> were seen. <br /> -paper oil filters with no me al for scrap metal recycling <br /> -two 55 gallon drums of oil ilters floating in drums of used oil, more suspected throughout the yard due to handling <br /> procedures (Unable to opei i every drum at time of inspection). <br /> According to Mr. Kandathil t is standard business practice to drop an unloaded trailer at his"customers" location. <br /> After dropping an unloaded trailer at the location a full trailer is then transported back to the facility location at 1640 <br /> Broadway, Stockton CA. T e drums are loaded into the trailer by someone other than Mr. Kandathil or his <br /> employees. The drums ar not checked before backhauling to the location in Stockton CA. <br /> 1640 Broadway Avenue St ckton CA is not a facility with a permit from the department(DTSC) to receive <br /> hazardous waste. Immedi ely cease receiving hazardous waste at this facility. <br /> Violation #301 - Facility n t maintained to minimize the release of a hazardous waste. <br /> Inside: <br /> -the used oil filter crusher a peared to be spilling or leaking used oil onto the floor <br /> -one thirty gallon "PENNZO L" and multiple other oily drums, containing mixture of absorbents, oil equipment, and <br /> oil were seen on or near oil absorbent on the ground <br /> -multiple double stacked ro s of plastic totes seen with free flowing oil on the ground (oil identified by Mr. Kandathil) <br /> -west of the oil filter crusher used oil and oily debris, including filters, seen on the floor <br /> Facilities shall be maintain d and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surfacewater which could threaten human health or the environment. Immediately begin the <br /> practice of minimizing the r lease of hazardous waste, clean the impacted areas, and manage according to Title 22 <br /> hazardous waste regulation . Submit a statement and supporting documentation explaining how these wastes were <br /> managed. <br /> Violation #302 - Failed to aintain required emergency equipment. <br /> Internal communication or a arm system, a device capable of calling outside emergency help, spill control <br /> equipment, and decontamin tion equipment were not found on site. All facilities shall be equipped with an internal <br /> communication or alarm sys em, a device capable of calling outside emergency help, spill control equipment, and <br /> decontamination equipment at all times. Immediately provide internal communication or alarm system, a device <br /> capable of calling outside e ergency help, spill control equipment, and decontamination equipment equipment and <br /> maintain on site. <br /> Violation #303 - Failed to aintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> Fire extinguishers at the faci ity had not been maintained. Annual maintenance was last performed June 29, 2015. <br /> All facility communications o alarm systems, fire protection equipment, spill control equipment, and <br /> decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br /> operation in time of emerger cy.
