chlordane, as high as 5 mg/kg. Four of eight deeper OCP samples detected chlordane at
levels ranging from 1.9 mg/kg to 4.7 mg/kg, the other 4 were ND. Eight step out samples
taken from the three cardinal directions from the highest lead level sample points from
2005,found lead ranging from 14 mg/kg to 1300 mg/kg. All of the samples above the
255 mg/kg threshold for lead were located next to the building rather than at the sample
points furthest from the building. Additional sampling is necessary to determine the
depth of the lead contamination and the breadth of the surface OCP contamination. This
is addressed in Section 6.2.1.1.
The Site is located above the Harte Gas Field as defined by the California Department of
Conservation,Division of Oil, Gas and Geothermal Resources (DOGGR), Oil and Gas
Map #606. EDR lists 13 oil and/or gas wells within one mile of the Site, however none
of these wells are located on Site. The closest well, the"Foppiano" well (lat. 38.04612
N, long. 121.32338 W) is approximately 200 feet to the west of the Site. Another well,
the"KCY-Reserve Podesta Unit" well (lat 38.04355 N, 121.3224 W) is approximately
500 feet to the southeast of the Site. The DOGGR, Oil and Gas Map 4606 shows that
both of these wells were"plugged and abandoned dry holes". Consequently, no oil
and/or gas wells are located on the Site and the nearest wells were never producing wells.
3.2.2 Adjacent Properties
The 2006 Phase I Update investigated the adjacent properties to the Site and no
hazardous substances were found.
3.2.3 Previous Environmental Investigations
Wallace-Kuhl & Associates (WKA) completed an Environmental Site Assessment (2003
ESA) dated October 15, 2003 and a Geotechnical Engineering Report of the Foppiano
Property dated August 22, 2003 for Woodside Homes. These reports were completed
detailing a 17-acre Site. The 2003 ESA found no recognized environmental conditions.
Since these WKA reports were completed, the school and residential subdivision
boundaries have changed. The current 11.7 acre parcel as detailed in the 2006 Phase I
Update, as well as this Workplan, is the northern portion of the 17 acre parcel described
in these 2003 reports.
In November of 2004,The Planning Center and Schiermeyer Consulting Services
completed a Railroad Risk Analysis for the Site. This report details the railroad line lying
approximately 1260 feet east of the Site. In regards to the railroad nearby the Site, this
report determined that"the situation at the school Site is optimum" and "there are no
situations regarding the interaction between(the Site) and the nearby railroad easement
that would cause unique concerns". This report is enclosed in Appendix F.
A Pipeline Risk Analysis Report, completed by Levine-Fricke, dated December 30, 2004
detailed a four and one-half inch, 720 pound per square inch natural gas transmission
pipeline located within 1500 feet of the Site and operated by PG & E. An additional
natural gas pipeline was identified just outside of the 1500 foot perimeter of the Site.
This report determined that"Individual and societal risk resulting from pipeline failure
Preliminary Environmental Assessment Workplan
Proposed Podesta Ranch Elementary School
December 4,2006
