An inactive domestic water well located on Site is slated for demolition in <br /> December of 2006. <br /> 3.1.1 Adjacent Properties <br /> The area surrounding the Site has been historically used for growing agricultural row <br /> crops. Many of these agricultural fields have undergone dramatic development and are <br /> now residential neighborhoods. The Site is one of the many "agricultural islands" <br /> interspersed among the residential developments that are engulfing the area. <br /> The commercial area to the east of the Site with several warehouse type buildings and <br /> Elkhorn Country Club 1/4 mile to the north began to develop in 1982. Bear Creek to the <br /> south, according to a 1910 Topographical Map, was channeled into a levee prior to this <br /> date. <br /> 3.2 Hazardous Substances/Waste Management Information <br /> 3.2.1 The Site <br /> The Site was not listed by any of the environmental databases researched in Aperio Inc.'s <br /> 2006 Phase I update. However, the Site does have a history of agricultural use. Typical <br /> farming practices during the past century used pesticides and herbicides applied at <br /> agronomic rates. Some of these chemicals may be persistent and small quantities may <br /> remain in the soil. <br /> The three former structures on the property existed in the 1950's according to historical <br /> records. These structures or the soil surrounding them may have contained Hazardous <br /> Substances. Prior to the late 1970's, lead based paint was in common use for both <br /> interior and exterior paint applications. Asbestos containing building materials <br /> (ACBM's) were commonly used in siding, chimney's and interior surface coverings. <br /> In August of 2006, a Pre-Demolition Asbestos and Lead Based Paint Survey was <br /> conducted on the garage and house on Site. This report identifies that no asbestos was <br /> found in either the house or garage. Lead based paint was found both inside and outside <br /> of the house and the outside of the garage. This report is enclosed in Appendix H of the <br /> Phase I Update located in Appendix B. <br /> Soil sampling by Wallace-Kuhl &Associates in 2005, investigated lead based paint <br /> surrounding the garage and house. Lead was found in all 10 surface samples ranging <br /> from 30 milligrams/kilograms (mg/kg) to 1300 mg/kg. Three samples collected from <br /> underneath the transformer were Non Detect(ND)for PCB's. Possible fill on the <br /> southern end of the school Site boundaries at the time was sampled for CAM 17 metals <br /> and Organochlorine Pesticides (OCP's). No metals were elevated above the California <br /> Human Health Screening Levels (CHHSL's), (2005) and OCP's were all ND. <br /> In 2006, Wallace-Kuhl &Associates performed additional soil sampling around the <br /> structures and underneath the transformer on Site (see Appendix C, Limited Phase H Soil <br /> Sampling Results). This sampling revealed the existence of OCP's, specifically <br /> Preliminary Environmental Assessment Workplan <br /> Proposed Podesta Ranch Elementary School <br /> December 4,2006 <br /> Page 3 of 27 <br />
