trees are gone. The 1982 photo shows what appears to be row crops and a significant <br /> housing development to the south across Bear Creek and its associated levee. The <br /> commercial area to the east of the Site has begun with 2 warehouse type buildings and <br /> Elkhorn Country Club 1/4 mile to the north has begun to take shape. The Site remains <br /> undeveloped (except for the house and garage area—the barn is now gone) in 1993 while <br /> the commercial area to the east has developed into 6 warehouse structures. The 1998 <br /> photo shows the Site relatively unchanged. <br /> 5.6 Historic Topographical Maps <br /> The 1910, 1947, 1953, 1968 and 1976 topographical maps were available from the EDR <br /> Historical Topographic Map Report (See Appendix D). The 1910 map shows a very <br /> rural area with Lower Sacramento Road and Davis Road and the railroad located <br /> approximately 1500 feet to the east and is operated by Western Pacific Railroad. Bear <br /> Creek at this time has been channeled into a levee. The first structure on the property <br /> appears on the 1953 map with additional structures added in 1968. <br /> 5.7 Previous Investigations <br /> Wallace-Kuhl &Associates (WKA) completed an Environmental Site Assessment dated <br /> October 15, 2003 and a Geotechnical Engineering Report of the Foppiano Property dated <br /> August 22, 2003. These reports were completed detailing a 17-acre Site. The Phase I <br /> found no recognized environmental conditions. <br /> Since these reports were completed, the school and residential subdivision boundaries <br /> have changed. The current 11.7 acre parcel as detailed in this 2006 report is the northern <br /> portion of the 17 acre parcel described in the 2003 reports. <br /> A Geologic Hazard and Geotechnical Engineering Report dated June 29, 2006 by WKA <br /> is an updated Geotechnical report detailing the current 11.7 acre property including the <br /> proposed school footprint. <br /> In November of 2004, The Planning Center and Schiermeyer Consulting Services <br /> completed a Railroad Risk Analysis for the Site. This report details the railroad line lying <br /> approximately 1260 feet east of the Site. In regards to the railroad nearby the Site, this <br /> report determined that"the situation at the school Site is optimum" and "there are no <br /> situations regarding the interaction between(the Site) and the nearby railroad easement <br /> that would cause unique concerns". This report is enclosed in Appendix F. <br /> APipeline Risk Analysis Report, completed by Levine-Fricke, dated December 30, 2004 <br /> for the PG&E pipeline near the property determined that"Individual and societal risk <br /> resulting from pipeline failure for an individual at the proposed school site were <br /> determined to be insignificant." This report is enclosed in Appendix G. <br /> In August of 2006, a Pre-Demolition Asbestos and Lead Based Paint Survey was <br /> conducted on the buildings on Site. This report identifies that no asbestos was found in <br /> Phase I Environmental Site Assessment <br /> Proposed Podesta Ranch Elementary School <br /> December 5,2006 <br /> Page 12 of 12 <br />
