The property consists of approximately 11.70 acres of disced agricultural
land Assessors Parcel Number (APN) 070-140-32).
3.0 BACKGROUND
The majority of the information presented in this report regarding the history of the Site
is also presented in the report titled Phase I Environmental Site Assessment Update for
the Proposed Podesta Ranch Elementary School, dated November 17, 2006 and enclosed
in Appendix B (2006 Phase I Update).
3.1 Site Status and History
LUSD purchased the property in 2005 with the intention of building a school on the
property. Currently, the Site consists of approximately nine acres of disced fields and
approximately two acres (for a total of 11.70 acres) of interspersed trees surrounding the
former house, domestic water well, and a garage.
The earliest information regarding the property was in an interview of a property owner,
Mrs. Bernice Foppiano in 2003, who described the property as having mainly supporting
hay crops over the years (Environmental Site Assessment, 2003). Her family owned the
farm since the 1920's. Mrs. Foppiano also explained that no agricultural chemicals "have
not been and are not currently stored or mixed on the subject property."
The earliest aerial photographs of the area show evidence of orchards being developed in
the 1950's. In a aerial 1970 photo, the orchard is gone and by 1982, the photo shows row
crops on Site. The buildings on Site, a house, garage and barn originated prior to 1957.
The barn was removed in the 1990's and the house and garage were demolished on Dec
Preliminary Environmental Assessment Workplan
Proposed Podesta Ranch Elementary School
December 4,2006
