Maps posted at each building entrance and at the main gate. Site <br />personnel will proceed to the nearest exit: <br />b. Assemble at the designated staging area located at the Main Gate. <br />2. If, due to wind direction, the designated staging area is down wind of the <br />incident area, the EC, or designated representative, shall direct facility <br />personnel to an alternate Staging Area at the time facility personnel are <br />notified to evacuate. <br />3. The Plant Management shall be responsible for conducting a personnel <br />count and for determining if any personnel are missing. This information <br />shall immediately be provided to the first local emergency response agency <br />(fire or police) to respond. <br />4. Remain at the designated Staging Area until released by the EC or fire/police <br />response officials. <br />5. The EC or the EC's designated representative, shall be responsible for the <br />following: <br />a. Insuring that all facility personnel, site visitors and contractors are <br />accounted for in the event of a Level 2 or Level 3 evacuation <br />emergency response action; <br />b. Continuously monitor emergency incident conditions and wind <br />changes to insure that the designated evacuation staging area remain <br />a safe distance from the evacuated incident areas. <br />6. The QB REBUILDERS' EC shall be responsible for notification of the <br />appropriate external agencies in accordance with Table 2 in the event of a <br />site or community evacuation. <br />8.5.2 Community Evacuation <br />In anticipation of the possibility that areas adjacent to or near the QB REBUILDERS' site <br />may be endangered due to an onsite emergency incident, QBR's Plant Management, or <br />his designated representative, shall discuss procedures for evacuating surrounding areas <br />with local agencies. Consistent with these discussions, agreements with the local agencies <br />shall be established and incorporated into QBR's EA/CP. <br />8.5.3 Evacuation Drills <br />1. The QB REBUILDERS' Plant Management shall be responsible for <br />scheduling an emergency incident evacuation drill annually, at the minimum. <br />Draft HMMP <br />March, 2000 HMMP-38 <br />
