a temporary fence, approximately 6 feet tall comprised of moveable chain link panels <br /> along the eastern boundary of the Site. Within that outer fence there is a second chain <br /> link fence, approximately 6 feet tall, constructed by driving posts into the ground. The <br /> second fence encloses some but not all, of the interior of the Site. <br /> 2.3.1.6 Mr. Larry W. Gordon died on September 12, 2003. <br /> 2.4 Hazardous Substances Found at the Site. Inspections conducted <br /> during October 2007 revealed that the chemicals and compounds stored at the Site are <br /> in degraded containers of poor integrity (See Exhibit B). These containers are stored in <br /> the open and accessible to trespassers. The legible labels on the containers include <br /> "hydroiodic acid," "perchloroethylene," "naphtha," and "butyl acetate." Additionally, there <br /> are between ten (10) and twenty (20) compressed gas cylinders which are not labeled <br /> nor stored in a manner consistent with proper industrial standards. There is at least one <br /> large battery at the site. Industrial batteries often contain metals such as lead, nickel, or <br /> cadmium these metals are considered toxic. Hydroiodic acid is a corrosive substance. <br /> Perchloroethylene, naphtha, butyl acetate, lead, nickel, and cadmium are hazardous <br /> substances. <br /> 2.5 Health Effects. Hydroiodic Acid is a strong acid that will destroy living <br /> tissue. Perch loroethylene is a suspected human carcinogen that also can cause <br /> damage to the liver or kidneys if inhaled or absorbed through the skin. Naphtha is a <br /> fraction of crude oil that may contain carcinogenic compounds. Butyl Acetate is a <br /> hydrocarbon that may react violently with strong acids resulting in a fire. Improperly <br /> stored or handled cylinders are release their contents or become dangerous projectiles. <br /> Lead, nickel, and cadmium are substances known to be toxic. <br /> 2.6 Routes of Exposure. Exposure to hazardous substances could <br /> potentially occur through skin contact, inhalation, or ingestion. The site is immediately <br /> surrounded on three sides by single family residences. The southwestern corner of the <br /> property abuts the northwestern corner of the Brock Elliot Elementary School. <br /> Trespassers at the site may include children and vagrants. <br /> Page 5 of 25 <br />
