5.3.2 Chemical Identification and Disposal Plan. Respondent shall prepare a <br /> Chemical Identification and Disposal Plan which describes the procedures for <br /> documenting the original locations, safe movement and handling, segregating, opening, <br /> sampling, and identifying the contents of containers with unknown contents. The goal of <br /> this sampling is to obtain information for the proper packaging, manifesting, and <br /> disposal of hazardous wastes. The plan shall include contingencies for the response to <br /> spills of liquids and solids, and releases from unknown compressed gas cylinders. The <br /> plans shall be implemented in a manner that will minimize the exposure of workers and <br /> the surrounding residents. <br /> 5.3.3 Protection of Residents. All plans and tasks required by this Order shall <br /> be conducted in a manner which is protective of adults and children in the nearby <br /> residences. <br /> 5.3.4 Post-Removal Characterization. Following the completion of the tasks <br /> described in Section 5.43, a Site Characterization Plan. This plan shall describe the <br /> procedures to characterize the nature and extent of contamination that may be present <br /> in the surface soil at the site as a result of the storage, handling and formulation of <br /> compounds at the site. <br /> 5.4 Time-Critical Removal Actions. DTSC has determined that the following <br /> time-critical removal actions as described in Sections 5.4.1 , 5.4.2 and 5.4.3 are required <br /> due to conditions at the Site. <br /> 5.4.1 Fencing of the Site. Within ten (10) days of the effective date of this <br /> Order, Respondent shall install a fence in accordance with the specifications attached <br /> as Exhibit D. The fence shall secure, at a minimum, the area specified on the Site map <br /> (Exhibit A). The fence shall be constructed of materials able to withstand the elements <br /> and shall be continuously maintained for as long as DTSC determines it to be <br /> necessary in order to protect public health, public safety and the environment. <br /> Page 9 of 25 <br />
