5.4.2 Posting of Warning Signs. The Respondent shall within fifteen (15) <br /> days of the effective date of this Order, install signs which are visible from the outside of <br /> the Site boundaries of the Site, including those routes likely to be used by unauthorized <br /> persons. Such routes of entry include: access roads leading to the Site, and facing <br /> rivers, creeks, lakes or other waterways which may provide a route of access to the <br /> Site. The signs shall be constructed of materials able to withstand the elements and <br /> shall be continuously maintained for as long as DTSC determines it to be necessary in <br /> order to protect public health and safety and the environment. The signs shall be in <br /> accordance with the specifications attached as Exhibit E. <br /> 5.4.3 Chemical Identification and Disposal Plan. The Respondent shall within <br /> thirty (30) days of the effective date of this Order, submit to DTSC a plan which <br /> describes the procedures for the movement, opening, sampling, and identification of <br /> unknown chemicals at the site. The plan shall include: <br /> 5.4.3.1 A Project Management Plan that defines relationships and <br /> responsibilities for major tasks and project management items required by this Order. <br /> The plan shall identify any representatives of the Respondent, contractors, <br /> subcontractors, and consultants. The plan shall include an organization chart with the <br /> names and titles of key personnel and a description of their individual responsibilities; <br /> 5.4.3.2 A Health and Safety Plan, which includes an identification of the Site <br /> Safety Officer who holds valid registration as a Certified Industrial Hygienist in the State <br /> of California. The Site Safety Officer will establish all safety procedures and is <br /> responsible for insuring that all work is conducted in a safe manner. The Site Safety <br /> officer shall be responsible for reviewing the site-specific Health and Safety Plan <br /> prepared in accordance with federal (29 CFR 1910.120) and state (Title 8 CCR Section <br /> 5192) regulations. The Site Safety Officer is also responsible for insuring proper <br /> protective gear is available and utilized for the tasks to be completed; <br /> Page 10 of 25 <br />
