i <br /> 1.0 INTRODUCTION AND SITE BACKGROUND <br /> On behalf of Sara Lee Bakery Group, Inc., PSC Industrial Outsourcing, LP (PSC) has <br /> prepared this Monitoring Well Installation and BioSparge Evaluation Report (Report) for the <br /> former Colombo/Toscana Bakery (Colombo/Toscana) site located at 1444 South Lincoln <br /> Street in Stockton, California (Site). PSC selected BioSparge as the most effective remedial <br /> alternative for the Site in the Feasibility Study/Remedial Evaluation (FSIRE) submitted on <br /> November 30, 2008. This report has been prepared in accordance with PSC's Biosparge <br /> Detailed Evaluation and Monitoring Well Installation Plan submitted April 6, 2009. The <br /> ' Central Valley Regional Water Quality Control Board (CVRWQCB) approved the work plan <br /> in a letter dated April 29, 2009. A copy of the agency correspondence is provided in <br /> Appendix A. <br /> CVRWQCB originally requested a pilot test for the application of the biosparge technology at <br /> the Site in a letter dated December 23, 2008. PSC proposed a detailed evaluation of the <br /> feasibility of the biosparge remedial alternative before the designing of an effective pilot test <br /> for the remedy. This evaluation consisted of a review of samples collected and analyzed for <br /> chemical, biochemical, and biological parameters for comparison to design criteria in USEPA <br /> guidance. <br /> The Transmission Store, a leaking underground fuel tank (LUFT) site located approximately <br /> 300 feet northwest of the Site had also selected biosparge as a remedial alternative in their <br /> FS/RE. CVRWQCB urged PSC to review the success or lack of success of pilot testing at the <br /> Transmission Store. In addition, CVRWQCB also urged PSC to review the recently approved <br /> implementation of an Air Sparging/Soil Vapor Extraction (AS/SVE) remediation system at <br /> the Dolly Madison site located immediately south of the Site. AS/SVE was the second most <br /> feasible remedial alternative in PSC's FS/RE. <br /> Sara Lee has entered into a Commingled Plume Account (CPA) with three other LUFT sites <br /> in the vicinity. These other sites include the former Texaco station located immediately north <br /> of the Site; the former ARCO station located approximately 250 feet north of the Site; and the <br /> ' Chevron station located 100 feet northwest of the Site. PSC submitted a Commingled Plume <br /> Verification Report to the CVRWQCB for the four sites on September 25, 2009. The CPA <br /> application including a signed cost sharing agreement was submitted to the California State <br /> Water Resources Control Board (SWRCB) UST Fund on November 20, 2009. The <br /> CVRWQCB has reviewed the Verification Report and has indicated that they will provide a <br /> concurrence letter to the UST Fund within five days of application submittal. <br /> ' PSC has discussed data gaps for the commingled plume with the Responsible Parties (RPs) of <br /> the `BP West Charter Way Commingled Plume Account". The wells installed in July 2009 <br /> ' and documented in this Report were installed in locations and at depths that address data gaps <br /> for the Site, as well as for the commingled plume. Assessment of remaining data gaps and <br /> preparation of a Commingled Plume Site Conceptual Model should be completed in 2010. <br /> 1 This report provides a brief summary of the site description, corrective action history, and <br /> environmental setting in Section 1.
