<br /> I reviewed the Work Plan for Destruction of Soil Gas Monitoring Wells (Workplan), submitted
<br /> 2 April 2009 by Mr. Kong's consultant Stratus Environmental, Inc. The Workplan proposes destroying
<br /> five 5-foot deep soil gas monitoring wells located inside and outside of the building, because shallow soil
<br /> vapor results from the wells were below San Francisco Bay Regional Board Environmental Screening
<br /> Levels and since Soil Vapor Extraction (SVE) and groundwater Air Sparging (AS) remediation should
<br /> remove petroleum hydrocarbons as soil vapor. An 8-inch auger drill rig or unspecified hand tools will be
<br /> used to remove the soil gas wells, prior to backfilling the borings with concrete or fill soil.
<br /> Comment: While Regional Board staff appreciate your proactive approach to destruction of investigation
<br /> wells, the Workplan is not approved at this time. Typically the most cost effective means for well
<br /> destruction involves removal of all wells (groundwater and soil gas monitoring, and remediation) during a
<br /> single event prior to case closure, in order to reduce drill rig mobilization and staff costs. However,
<br /> exceptions for early well destruction do occur (i.e. when pending construction requires well
<br /> abandonment with potential well replacement, etc.). Staff concur that SVE/AS should capture soil gas
<br /> generated during treatment; however, additional soil gas sampling may be necessary if groundwater
<br /> data indicate a potential for mobilization of soil gas contaminants beyond the influence of SVE/AS.
