O'BrienT.
2
California Regional Water Quality Control Board m
Central Valley Region
3443 Routier Road, Suite A -
Sacramento, CA 95827-3003
Subject: Response to Comments on Monitoring Well Installation Work Plan
Alpine Packing Company, Stockton, San Joaquin County
Dear Mr. O'Brien:
Fall Creek Engineering, Inc, (FCE) has prepared this letter to respond to your comments
on the proposed Monitoring Well Installation Work Plan prepared for Alpine Meat
Packing Company.
1. The length of the proposed monitoring well(s) will be limited to no more than 15-
feet, and the.well will be placed slightly below the water table to minimize the
possibility of the well going dry.
2. If a slip cap-is used on the bottom of the well casing, it will be secured using
stainless steel screws.
3. FCE has reviewed the adequacy of the groundwater monitoring network. Over
the past year Monitoring Well I was dry on two consecutive monitoring events.
FCE suspects that the shallow groundwater in the vicinity of the well is under the
influence of groundwater pumping from the irrigation well on the property.
Therefore, FCE proposes to coordinate the monitoring event with the grower, so
that the irrigation well is not operating for at least two days prior to sampling the
monitoring well. In the event that that the well is still dry in July, FCE
recommends installing an additional deeper monitoring well in close proximity to
Well I to provide more consistent and reliable monitoring information. The well
will be constructed as described in the subject work plan, but the depth of the well
screen will be limited to 15-feet and placed below the water table and beyond the
capture zone the irrigation well (if feasible).
Although Well 4 was dry on one occasion, as discussed in the work plan FCE
questions the adequacy of this well as an up gradient well. FCE proposes to
replace this well with a new up gradient well located east of the processing plant.
Therefore, further actions to remedy Well 4 are not warranted at this time.
