• Perform a baseline monitoring event, prior to performing an in-situ ozone sparge (IOS)
pilot test, that includes taking depth-to-water measurements at each monitoring well,
and measuring geochemical parameters: pH, dissolved oxygen (DO), oxygen reduction
potential (ORP), salinity, total dissolved solids (TDS) and specific conductivity (SC) in
groundwater from monitoring wells MW-1, MW-2, MW-3, MW-5, MW-7 and MW-10;
• Install a Mako Industries ozone sparging system and complete a twenty-four-week pilot
study, injecting a maximum of three pounds per day of ozone simultaneously into
previously installed ozone injection wells OZ-1 and OZ-2;
• Monitor the ozone injection rate and frequencies weekly;
• Perform one groundwater monitoring event following the first month of operating the
IOS system, and during the third and sixth month of operating the IOS system; during
each monitoring event, depth-to-water will be measured at each monitoring well, and
groundwater samples and geometric parameters: pH, DO, ORP, salinity, TDS, and SC
will be collected from MW-1 through MW-3 and MW-7;
• Collect groundwater from the above-listed monitoring wells and analyze the samples
for: TPH-g, BTEX, anions and metals listed in the work plan, hexavalent chromium, pH,
conductivity, chemical oxygen demand, ammonia, alkalinity, TDS, dissolved iron and
dissolved manganese; and
• Submit a report of findings following the first month of operating the IOS and SVE
systems.
The EHD approves the work plan contingent upon your obtaining concurrence from the
California Regional Water Quality Control Board, Central Valley Region (CRWQCBCVR) to
proceed with the ozone feasibility pilot study. You must also get approval from the
CRWQCBCVR of Notice of Intent to comply with the terms of General Waste Discharge
Requirements, and the Monitoring and Reporting Program No. R5-2008-0149-010.
Also, when collecting vapor samples in Tedlar bags from the influent and effluent sampling
ports, store the Tedlar bags at room temperature instead of placing the Tedlar bags "in a chilled
container under ice."
On 10 May 2013, the EHD posted public notification of pending approval by this department of
the Remedial Action Work Plan to implement remediation at this site. The public has 30 days to
express concern regarding the pending remediation at this site. If none is received, fieldwork
may commence on 10 June 2013.
