<br /> 32. A tank assessment for the facility is only signed by the chemical and mechanical engineer. A
<br /> hazardous waste generator shall obtain and keep on site a written assessment for each hazardous
<br /> waste tank at the facility. This assessment shall be reviewed and certified by an independent, qualified,
<br /> professional engineer, registered in California, and shall attest to the tank system's integrity. The
<br /> assessment shall determine that the tank system is adequately designed and has sufficient structural
<br /> strength and compatibility with the waste stored, and shall be written in accordance with Title 22
<br /> regulations. Immediately obtain written tank assessments for the used oil tanks at this facility in
<br /> accordance with Title 22 regulations, maintain a copy on site at the facility, and submit a copy of each
<br /> certified assessment to the EHD.
<br /> 35. There is no records that the hazardous waste tanks on site are being inspected. The owner or
<br /> operator shall inspect, at least once each operating day, all of the following:
<br /> (1) overfill/spill control equipment (e.g., waste-feed cutoff systems, bypass systems, and drainage
<br /> systems) to ensure that it is in good working order; (2) the aboveground portions of the tank system, if
<br /> any, to detect corrosion of releases of waste; (3) data gathered from monitoring equipment and leak-
<br /> detection equipment (e.g., pressure and temperature gauges, monitoring wells) to ensure that the tank
<br /> system is being operated according to its design; (4)the construction materials and the area
<br /> immediately surrounding the externally accessible portion of the tank system including secondary
<br /> containment structures (e.g., dikes), to detect erosion or signs of releases of hazardous waste (e.g., wet
<br /> spots, dead vegetation); (5)for uncovered tanks, the level of waste in the tank, to ensure compliance
<br /> with Title 22 section 66265.194(b)(3)
<br /> Immediately begin conducting the necessary daily inspections for all hazardous waste tanks at this
<br /> facility. Submit a copy of the inspection logs to the EHD within 30 days of receiving this report.
<br /> 45. The contingency plan for this facility is not current. A contingency plan shall include all of the
<br /> following: actions facility personnel shall take in response to fires, explosions, and unplanned release to
<br /> air, soil, or surface water, arrangements agreed to by local police departments, fire departments,
<br /> hospitals, contractors, and state & local emergency response teams, names, addresses & phone
<br /> numbers (office & home) of the Emergency Coordinator, list of all emergency equipment at the facility
<br /> (fire, spill, communications/alarms, decon), including location, physical description, and a brief outline of
<br /> its capabilities, evacuation plan, including routes and signals to be used, telephone number of Cal EMA
<br /> This information must be kept current at all times. Immediately update the contingency plan for this
<br /> facility to include all of the necessary information and submit a copy of the updated plan to the EHD
<br /> within 30 days of receiving this report.
<br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
<br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
