According to the e-mail correspondence from Elisa <br />Moberly dated July 2, 2014, a copy of the contingency plan for the facility was located and "had been <br />placed in the pocked of the binder with other papers." CORRECTED. <br />301. During the inspection it was noted that the floor of the secondary containment sump in the drum <br />storage area is cracked and peeling. The containment area of the PHHWF shall be designed so that a <br />base shall underlie the containers. The base shall be free of cracks or gaps and be sufficiently <br />impervious to contain leaks, spills, and accumulated precipitation until the collected material is detected <br />and removed. The facility shall be maintained and operated to minimize the possibility of a fire, <br />explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health <br />or the environment. This is a repeat violation and it was also noted in the 2013 hazardous waste <br />generator inspection report. Submit a report describing how the floor of the containment sump shall be <br />resurfaced. <br />401. Aerosol chemicals are being stored in a tote (container) located inside the PHHWF building, <br />adjacent to the main access door, with no separation for incompatible chemicals. CRC Brakleen (brake <br />parts cleaner), Easy -Off (oven and grill cleaner) were noted inside this tote along with other chemicals. <br />The owner or operator shall take precautions to prevent accidental ignition or reaction, including mixing <br />and commingling, of incompatible wastes and materials due to leakage. All incompatible wastes shall <br />be managed and stored separately. Take all necessary precautions to ensure that incompatible wastes <br />are separated and are not being stored together in the waste accumulation area. Submit a statement <br />explaining how the practice of incompatible waste separation will be implemented and adhered to. <br />605. One 55 -gallon metal container of oily rags located in the drum storage area lacked hazardous <br />properties on its label.
