Several leaking containers of hazardous waste were observed inside the clear trash plastic bag <br />located in the outdoor waste oil consolidation area (east of the main building entrance). A pourable <br />amount of liquid was noted when one of the containers was removed from the trash and drained. At the <br />time of inspection, EHD observed the PHHWF worker utilize sand as absorbent prior to placement of <br />containers into the thrash receptacle. Facilities shall be maintained and operated to minimize the <br />possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water, which could <br />threaten human health or the environment. Ensure that all residual hazardous waste is removed from <br />the containers prior to their placement into the trash receptacle. Submit a statement explaining how the <br />practice of waste minimization will be implemented and adhered to by August 12, 2013. <br />01. Containers of waste chemicals are being stored, pending their identification, in a waste <br />accumulation area (which is located adjacent to the indoor drum storage area) with no separation for <br />incompatible chemicals. Several unlabeled and unidentified waste streams were noted inside this area. <br />The owner or operator shall take precautions to prevent accidental ignition or reaction, including mixing <br />and commingling, of incompatible wastes and materials. All incompatible wastes shall be managed and <br />stored separately. Take all necessary precautions to ensure that incompatible wastes are immediately <br />separated and are not being stored together in the waste accumulation area. Submit a statement <br />explaining how the practice of incompatible waste separation will be implemented and adhered to by <br />August 12, 2013. <br />605. Several mislabeled containers were located in the indoor drum storage area. One blue container of <br />approximately 15 -gallons had "oil filters" written on its lid and a hazardous waste label describing <br />contents as "ammonium salts- oxidizing (loose packed)" affixed to its side. One 5 -gallon white container <br />was labeled as "non -hazardous" and per the affixed label contained propane gas cylinders -compressed/ <br />calibration gas. <br />All hazardous waste containers shall be marked with the accurate information as follows: <br />1. the words "Hazardous Waste" <br />2. name and address of generator <br />3. hazardous properties <br />4. physical state <br />5. composition (contents) <br />6. accumulation start date <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Receiv y: <br />Title: <br />Muniappa Naidu (209) 468-3439 <br />EHD23-02-003 <br />Rev04/19/12 <br />I <br />CONTINUATION FORM <br />
