❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 3 <br /> �-- Company Tracy Plant <br /> 2.0 Plan Administration, Certification, and Approval <br /> Commitment, responsibility, and accountability are paramount to any effective SPCC <br /> program. This section contains a statement of Northwest Pipe Company- Tracy Plant's <br /> commitment to preventing oil discharges and identifies the Designated Person <br /> Accountable for Discharge Prevention. <br /> In most cases, SPCC Plans do not have to be submitted to a regulatory authority for review <br /> and approval prior to their implementation. Certification of a SPCC Plan by a registered <br /> Professional Engineer (PE) is, therefore, required to ensure the plan is effective in <br /> preventing oil discharges at facilities with an aboveground oil storage capacity greater <br /> than 10,000 U.S. gallons. The PE certification for this SPCC Plan is also contained in this <br /> section. <br /> Finally, since SPCC Plans are not required to be submitted to a regulatory authority <br /> generally, they must be maintained at the facility in a designated location and made <br /> available to Federal or State regulatory personnel upon request. This section also <br /> identifies the location where the SPCC Plan for the Tracy Plant is maintained and the <br /> hours during which it will be available to regulatory personnel for review. <br /> 2.1 Management Approval, Commitment, and Designated Person <br /> Northwest Pipe Company— Tracy Plant is committed to preventing discharges of oil <br /> to navigable waters and the environment, and to maintaining the highest standards for <br /> spill prevention control and countermeasures through the implementation, regular <br /> review, and amendment of this SPCC Plan. This SPCC Plan has the full approval of <br /> Northwest Pipe Company— Tracy Plant management. <br /> Northwest Pipe Company- Tracy Pant management has given the Designated <br /> Person Accountable for Discharge Prevention the authority to commit the necessary <br /> resources to implement this Plan. <br /> Tracy Plant Operations Manager: Carlos Garcia <br /> Signature Date <br /> Designated Person Accountable for Discharge Prevention: Denisse Vignon Fernandez <br /> Signature Date <br />
