❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 5 <br /> �-- Company Tracy Plant <br /> 2.3 Location of SPCC Plan <br /> A complete copy of this SPCC Plan is maintained at the Tracy Plant in the office of the <br /> Designated Person Accountable for Discharge Prevention (see Section 2.1), and is <br /> available to the USEPA Regional Administrator or the local Certified Unified Program <br /> Agency (CUPA) inspector during normal facility operating hours. Generally, operating <br /> hours for the Tracy Plant are 8:00 a.m. until 4:30 p.m., Monday through Friday. <br /> 2.4 Certification of Substantial Harm Determination <br /> Northwest Pipe Company- Tracy Plant management has determined this facility <br /> does not pose a risk of substantial harm under 40 CFR § 112.20(f)(2)(i)(A-G), as <br /> recorded in the "Substantial Harm Determination" included in Appendix B of this SPCC <br /> Plan. <br /> 3.0 SPCC Plan Amendment and Review <br /> SPCC Plans are designed to be "living documents" and may require amendments over <br /> time to accommodate personnel or facility changes. Amendments may be technical or <br /> non-technical in nature, and may be required by the owner / operator or by the USEPA <br /> Regional Administrator. This section discusses requirements for SPCC Plan amendments <br /> as required by 40 CFR § 112.4 and 112.5. <br /> 3.1 Amendment of SPCC Plan by Owner or Operator <br /> In accordance with 40 CFR § 112.5(a), Northwest Pipe Company — Tracy Plant <br /> reviews and evaluates this SPCC Plan periodically, making any necessary <br /> amendments as changes in personnel, oil storage, use, or procedures may occur. <br /> These changes can be either technical or non-technical in nature. All amendments <br /> require the signature of an appropriate certifying authority as described below. <br /> 3.1.1 Non-Technical Amendments <br /> Non-technical amendments include the following: <br /> • Change in the name or contact information (i.e., telephone numbers) of <br /> individuals responsible for the implementation of this SPCC Plan; or <br /> • Change in the name or contact information of spill response or cleanup <br /> contractors. <br /> Non-technical amendments must be documented on the Plan Review&Amendment <br /> Log contained in Appendix C. Non-technical amendments are administrative in <br /> nature and do not require re-certification of the SPCC Plan by a registered PE. <br />
