Company Tracy Plant <br /> 3.1.2 Technical Amendments <br /> Technical amendments are related generally to changes in facility design, <br /> construction, operation, or maintenance which can have a material effect on the <br /> facility's potential for an oil discharge. Technical amendments include, but are not <br /> limited to: <br /> • Commissioning or decommissioning of oil storage containers; <br /> • Replacement, reconstruction, or movement of oil storage containers; <br /> • Reconstruction, replacement, or installation of piping systems; <br /> • Construction or demolition which might alter secondary containment <br /> structures; <br /> • Changes in product or service; or <br /> • Revision of standard operation or maintenance procedures at the facility. <br /> Technical amendments must be documented on the Plan Review & Amendment <br /> Log contained in Appendix C. A registered PE must certify any technical <br /> amendments to this SPCC Plan, in accordance with 40 CFR § 112.5(c). <br /> 3.1.3 Five-Year SPCC Plan Review & Evaluation <br /> This SPCC Plan shall be reviewed at least once every five years. The Designated <br /> Person Accountable for Discharge Prevention is responsible for making sure the <br /> five-year review occurs in accordance with 40 CFR § 112.5(b). <br /> Revisions to the SPCC Plan, if needed, shall be made within six months of the five- <br /> year review to include more effective prevention and control technology if the <br /> technology has been field-proven at the time of the review and will reduce <br /> significantly the likelihood of a discharge from this facility. Any amendments to this <br /> SPCC Plan shall be implemented as soon as possible, but no later than six months <br /> following preparation of the amendment. <br /> Each Five-Year Review should be documented in the Plan Review & Amendment <br /> Log contained in Appendix C. <br /> 3.2 SPCC Plan Amendment by USEPA Regional Administrator <br /> The USEPA Regional Administrator may require an owner/operator amend any SPCC <br /> Plan which does not meet the requirements of 40 CFR § 112 or is determined to be <br /> inadequate for preventing or containing discharges from the facility. The USEPA <br /> Regional Administrator may require a SPCC Plan be amended if any of the following <br /> occur: <br />
