❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 7 <br /> �--. Company Tracy Plant <br /> • The facility discharges more than 1,000 U.S. gallons of oil in a single discharge; <br /> • The facility discharges more than 42 U.S. gallons of oil in each of two <br /> discharges occurring within any 12 month period; <br /> • The CUPA(State agency) notifies the Owner or USEPA Regional Administrator <br /> further procedures, methods, equipment, and other requirements are necessary <br /> to prevent and contain discharges from the facility; or <br /> • The CUPA(State agency)or USEPA Regional Administrator reviews the SPCC <br /> Plan and finds it to be inconsistent with the requirements of 40 CFR § 112 or <br /> inadequate to contain discharges at the facility. <br /> If the USEPA Regional Administrator informs the owner / operator of any requested <br /> amendments to the SPCC Plan via certified mail or in person, the owner/operator will <br /> within 30 days from the receipt of such notice submit written information, views, and <br /> arguments concerning the requested amendments. After considering all relevant <br /> material presented, the USEPA Regional Administrator must either notify the owner / <br /> operator of any amendment required or rescind the notice [40 CFR § 112.4(e)]. <br /> Any amendments to this SPCC Plan required by the USEPA Regional Administrator <br /> shall be recorded on the Plan Review&Amendment Log contained in Appendix C. Re- <br /> certification of the SPCC Plan by a registered Professional Engineer (PE) will then be <br /> required. <br />
