(209) 666-8955 <br /> Cell (24hr.): (626) 252-4152 <br /> 4.1 Facility Description <br /> The Tracy Plant was a rock quarry previously, and as a result, the site is approximately <br /> 10' — 25' below the surrounding land surface elevation. There is no hydraulic <br /> connection between this facility and any nearby"navigable waters of the United States". <br /> There is no situation in which an unintended release of oil from any device on this <br /> facility could reasonably be expected to reach navigable waters. <br /> Multiple buildings and outdoor production areas are located on the two parcels which <br /> comprise the Tracy Plant(Figure 4.4). Depending on workload, up to two production <br /> shifts operate at the site, 5 days per week, from 6:00 a.m. to 2:30 p.m., and from 2:30 <br /> p.m. to 11:00 p.m. Management, administration, and production crews comprise <br /> approximately 50 to 160 employees, depending upon workload. <br /> A constructed retention basin is located at the northeast corner of the Tracy Plant <br /> (Figure 4.4). A containment boom floats on the water surface near the southwest <br /> corner to contain any unintended or accidental oil releases. Oil releases (oil sheens) <br /> are removed as soon as practical.. This small boomed area (<5% of the surface area <br /> of the retention basin) is maintained devoid of any significant oil sheen (to the degree <br /> practicable). <br />
