❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 9 <br /> �-- Company Tracy Plant <br /> The Tracy Plant is bounded on the north by West Linne Road, beyond which is <br /> residential development; on the east by vacant land; on the south by vacant land; and <br /> on the west by a concrete block manufacturer. The Tracy Municipal Airport is located <br /> just southwest of the Tracy Plant. <br /> 4.2 Facility Operations <br /> The Tracy Plant produces concrete-lined steel pipe and poured concrete pipe for water <br /> transmission applications. Various manufacturing operations are involved depending <br /> on the required pipe configuration: <br /> • Steel pipe is spiral welded from steel coil. Concrete and sand mixing operations <br /> produce concrete for lining the pipe. <br /> • Poured pipe is manufactured in the Verticast Department. Various coatings and <br /> tape wrap are applied to the finished pipe depending on the end-use <br /> requirements. Form oils and release agents are used in this process. <br /> • A vehicle maintenance function supports onsite forklifts and trucks. The <br /> majority of the Tracy Plant's aboveground petroleum storage capacity is <br /> associated with the storage of motor oils, automatic transmission fluid, waste <br /> oil, gasoline, and diesel fuel by the vehicle maintenance function (Figure 4.5). <br /> Operational areas described above are identified on the facility diagram (Figure 4.4). <br /> 4.3 Discharge History <br /> There have been no releases of oil at this facility which exceed reportable release <br /> thresholds established in 40 CFR § 112.4(a) or California HSC § 25270.8. Reportable <br /> oil release thresholds are discussed further in Section 5.3 of this SPCC Plan. <br /> 5.0 Discharge Prevention — General SPCC Requirements <br /> The goal of a SPCC program is to prevent the release of oil into the environment through <br /> a combination of containment measures, routine inspection, and employee training. In the <br /> event of a release, the SPCC program also provides procedures for responding to the <br /> release and notifying the appropriate regulatory authority. This section contains a <br /> description of these general SPCC program elements, which are required by 40 CFR § <br /> 112.7 and HSC 25270.8. <br /> 5.1 Facility Conformance with Applicable Requirements <br /> Unless stated otherwise, this SPCC Plan conforms to the general requirements for spill <br /> prevention, control, and countermeasure plans required by 40 CFR § 112.7. <br />
