❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 17 <br /> �--. Company Tracy Plant <br /> 0 The Designated Person Accountable for Discharge Prevention shall <br /> complete the "Discharge Notification Form" (Appendix D) and attach <br /> a copy to this SPCC Plan. <br /> 0 If the discharge involves more than 42 gallons of oil, the Designated <br /> Person Accountable for Discharge Prevention shall notify San <br /> Joaquin County Environmental Health (the local CUPA) and, if <br /> appropriate, the California Office of Emergency Services (Cal OES). <br /> Contact numbers are provided in Appendix E of this SPCC Plan. <br /> 5.3.1.2 Response to a Major Discharge <br /> A "major" discharge is defined as one which cannot be controlled safely or <br /> cleaned up by facility personnel, e.g.: <br /> • The discharge is large enough to spread beyond the immediate <br /> discharge area; <br /> • The discharge requires special equipment or training to clean up; <br /> • The discharged material poses a hazard to human health and safety; <br /> or <br /> • There is a danger of fire or explosion. <br /> In the event of a major discharge, the following guidelines apply: <br /> 0 The facility's emergency response plan is to be implemented. ( See <br /> Standby Emergency Response Agreement) <br /> 0 All workers must evacuate the discharge area immediately via the <br /> designated exit routes and move to the designated staging (muster) <br /> areas at a safe distance from the discharge. <br /> 0 If the Designated Person Accountable for Discharge Prevention is not <br /> present at the facility, the designated emergency coordinator shall <br /> notify the Designated Person Accountable for Discharge Prevention <br /> of the discharge and has authority to initiate notification and response. <br /> Certain notifications are dependent on the circumstances and type of <br /> discharge. Contact numbers to initiate spill response are provided in <br /> Appendix E of this SPCC Plan. <br /> 0 The Designated Person Accountable for Discharge Prevention (or <br /> senior on-site person) must: <br /> o Call for medical assistance if workers are injured; <br /> o Notify the Fire Department or Police Department; <br /> o Call the spill response and cleanup contractor(s) listed in the <br /> Emergency Contacts list in Appendix E; <br /> o Notify San Joaquin County Environmental Health (the local <br /> CUPA) and the California Office of Emergency Services (Cal <br />
