❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 19 <br /> �-- Company Tracy Plant <br /> "Discharge" as defined in 40 CFR § 112.2 "includes but is not limited to, any spilling, <br /> leaking, pumping, pouring, emitting, emptying, or dumping of oil, but excludes <br /> discharges in compliance with a permit under Section 402 of the Clean Water Act <br /> (CWA); discharges resulting from circumstances identified, reviewed, and made a <br /> part of the public record with respect to a permit issued or modified under Section <br /> 402 of the CWA, and subject to a condition in such permit; or continuous or <br /> anticipated intermittent discharges from a point source, identified in a permit or <br /> permit application under section 402 of the CWA, that are caused by events <br /> occurring within the scope of relevant operating or treatment systems." <br /> The following information must be submitted in writing to the USEPA Regional <br /> Administrator, the California Office of Emergency Services (Section 304 Follow-up <br /> Report), and San Joaquin County Environmental Health within 60 days of a <br /> reportable discharge: <br /> • Name of the facility; <br /> • Name of the owner/ operator; <br /> • Location of the facility; <br /> • Maximum storage or handling capacity and normal daily throughput; <br /> • Corrective action and countermeasures taken, including a description of <br /> equipment repairs and replacements; <br /> • Description of facility, including maps, flow diagrams, and topographical <br /> maps; <br /> • Cause of the discharge(s) to navigable waters and adjoining shorelines, <br /> including a failure analysis of the system and subsystem in which the failure <br /> occurred; <br /> • Additional preventative measures taken or contemplated to minimize <br /> possibility of recurrence; and <br /> • Other pertinent information requested by the USEPA Regional <br /> Administrator. <br /> A standard report for submitting the information to the USEPA Regional <br /> Administrator and state agencies is included in Appendix F of this SPCC Plan. <br /> To date, no such discharges have occurred at this facility. <br /> 5.3.4 Disposal Methods for Recovered Materials <br /> Wastes resulting from a minor discharge response shall be containerized in <br /> impervious bags, drums, or buckets. The Designated Person Accountable for <br /> Discharge Prevention shall characterize the waste for proper disposal and ensure it <br /> is removed from the facility by a licensed waste hauler within the time permitted by <br /> law. <br /> Wastes resulting from a major discharge response shall be removed and disposed <br /> of by a licensed cleanup contractor. <br />
