Company Tracy Plant <br /> RI Observing the tank fill and discharge pipes for signs of poor connection that <br /> could cause a discharge, and tank vent for obstructions and proper <br /> operation. <br /> 0 Verifying the proper functioning of the primary and secondary containment <br /> systems (if applicable). <br /> 0 Verifying the proper functioning of overfill prevention systems (if applicable). <br /> 0 Checking the inventory of discharge response equipment and restocking as <br /> needed. <br /> 0 Visual inspection of qualified oil-filled operational equipment for signs of <br /> leakage or spills. <br /> All problems regarding tanks, containers, piping, containment, qualified oil-filled <br /> operational equipment, or response equipment must be reported immediately to the <br /> Designated Person Accountable for Discharge Prevention. Visible oil leaks from <br /> tank walls, drums, containers, piping, or other components must be repaired as soon <br /> as possible to prevent a larger spill or a discharge to navigable waters or adjoining <br /> shorelines. Pooled oil shall be removed immediately upon discovery. <br /> Written monthly and annual inspection records (Appendix G and Appendix J are <br /> signed by the Northwest Pipe Company — Tracy Plant Designated Person <br /> Accountable for Discharge Prevention and maintained with this SPCC Plan for a <br /> period of three years. <br /> 5.4.2 Periodic Integrity Testing <br /> The bottom of the 10,000-gallon diesel AST sits on the floor of the containment dike <br /> and is not visible. It is not possible to inspect visually the bottom of this tank for <br /> signs of deterioration or leaks. 40 CFR §112.8 (c)(6) states tank owners are to test <br /> or inspect each aboveground container for integrity on a regular schedule and <br /> whenever material repairs are made, in accordance with industry standards. <br /> Northwest Pipe Company — Tracy Plant has established the appropriate <br /> qualifications, frequency and type of inspections, taking into account container size, <br /> configuration, and design (Appendix K). A formal external inspection by a STI <br /> certified inspector will be performed according to the standards of the Steel Tank <br /> Institute (STI) method SP001 on this 10,000-gallon diesel AST every 5 years. This <br /> will include ultrasonic testing (or other systems of non-destructive testing) plus <br /> evaluation of this container's supports and foundations. Inspection records <br /> completed by the certified inspector are maintained with this SPCC Plan and will be <br /> retained for the life of the AST. <br /> Northwest Pipe Company — Tracy Plant personnel will perform monthly and <br /> annual inspections of the 10,000 gallon diesel tank, documenting the condition of <br /> the outside of this tank for signs of deterioration, discharges, or accumulation <br /> of oil inside the dike. This policy and procedure was deemed appropriate for this <br /> AST by Northwest Pipe Company — Tracy Plant operational and management <br /> staff, in addition to the PE certifying this SPCC Plan. <br /> Records of the last such formal external or internal integrity tests can be obtained <br /> from the Designated Person Accountable for Discharge Prevention (stored with or <br /> near this SPCC Plan). <br />
