University of the Pacific Spill Prevention, Control, and Countermeasure (SPCC) Plan <br />Stockton, California Aboveground Fuel Storage Tanks <br />3.5 Containment and Diversionary Structures (40 CFR 112.7(c)) <br />Standby Diesel Generators <br />The methods of secondary containment at the Physical Plant include a combination of <br />structures (e.g., built-in secondary containment in the base of the generator unit) and land- <br />based spill response (e.g., spill kits, drain covers, sorbents) to prevent diesel fuel oil from <br />reaching nearby storm drains and navigable waters. <br />Physical Plant - #3 AST Convault <br />The methods of secondary containment at the Physical Plant include a combination of <br />structures (e.g., built-in secondary containment) and land-based spill response (e.g., spill kits, <br />drain covers, sorbents) to prevent diesel fuel oil from reaching navigable waters. <br />For the 2,000-gallon Convault (refer to Section 4.2.2 of this Plan): <br />Double-wall tank construction. The 2,000-gallon Convault AST has an <br />internal secondary containment system. <br />Overfill: The tanks is provided with two or more of the following methods <br />to protect them against overfill: a) direct reading level gauge at the tank <br />which is visible from fill pipe location; b) valve located within fill-pipe access <br />to close automatically at a specified fill level; c) audible high level alarm <br />activated by a float switch at a specified fill level. <br />The tank system includes a five gallon spill containment surrounding the <br />AST fill pipe. The spill container is equipped with a normally closed hand <br />operated valve that can be actuated to drain the spilled fuel liquids into the <br />steel tank. <br />Storm Drain Covers: Storm drain covers are available for placement over <br />the nearest storm drains in event of an uncontrolled fuel discharge during <br />filling operations. <br />In vehicle fueling operations where a discharge could occur: <br />Sorbent material: Spill cleanup kits that include absorbent material, <br />booms, and other portable barriers are located inside the Physical Plant <br />building approximately 75 feet distant from the AST, as shown on the <br />Facility Diagram in Appendix A. The spill kits are located within close <br />proximity of the fuel product storage and handling areas for rapid <br />deployment should a accidental spill occur.
