Inspection
Inspection
Page 5
Report; Physics International
of November 14, 1996
of the facility. Physics International was bought by the Olin
Corp. in 1986 and has operated as a wholly owned subsidiary, since.
Olin Corp. review d its business about a year and a half ago and
decided to spin o,f its defense business. Physics International
will be at least part of a new business called PRIMEX when the
spin-off is complete.
Physics International has completed formal closure of several
hazardous waste u its that were operated under its ISD as well as
some units that predated the ISD. DTSC accepted the clean closure
certification of the last of these units on December 16, 1994. Mr.
Cayere also stated that the hazardous waste storage building was
being used as gen rator only, i.e., storage of 90 (or 180) days or
less. Physics International is currently seeking a permit to
operate a unit to detonate waste explosive but this permit has not
been issued yet. Thus Mr. Cayere considered the facility to be
generator only at this time.
At the time
that the hazardou
of the units refe
discovered that
units. Further
original Part A
container storage
and November 2,
telephone convey:
stated that the
90 days. After I returned to the office I
.he storage unit was not on the list of closed
research showed that Physics International's
application dated November 13, 1980 included
, but subsequent Part As dated October 31, 1985
1988 did not show container storage. In a
ation with Mr. Cayere on December 2, 1996, he
torage shed had never been used for storage over
t time I told him that the unit would have to
losure, or that DTSC would have to accept a
.t the unit had never been used for other than
( less than 90 days) . I referred the decision and
the Facility Permitting Branch.
old me that the explosive used in most of their
assable explosive known as LX -14 rather than the
previously. This has resulted in much less
nated waste than in the past. In particular,
wipes and filters contaminated with TNT have been
.nated. Thus the treatment systems for these
ially unused.
After this discussion, I resumed the record review with the
contingency plan I observed that Mr. Cayere was still listed as
the emergency coordinator and that Mr. Meier's name was not listed
(see Violation 2, Section VII). Mr. Cayere stated that the change
in assignments h d occurred about four months previously.
I asked for he most recent Source Reduction Plan. Mr. Cayere
stated that Phys cs International was exempt from the requirement
